In the conditions of the war of russia against Ukraine, which began on February 24, 2022, Ukrainian universities are playing roles that were not characteristic of them in peacetime. To the greatest extent, this concerns the university’s third mission, serving society and responding to its urgent needs. The purpose of this study is to identify and characterize new meaningful directions for implementing the third mission of the university in the conditions of war and post-war reconstruction. The study uses quantitative and qualitative bibliometric analysis combining various methods, in particular, quantitative and dynamic analysis of publications and citations, keyword analysis, cluster analysis and content analysis of publications.The study’s results proved the lack of conceptual studies devoted to the role of universities in the war and post-war reconstruction. The main clusters of implementing the third mission of universities and the existing and potential areas of activity of Ukraine’s universities during the war and post-war reconstruction that belong to them were determined. In conclusion, it is substantiated that a new dimension of the mission of universities is being formed, which is at the stage of its formation and needs time for the necessary transformations. Depending on the consequences of the war in Ukraine, it can be a separate cluster of the third mission of universities, and the selection of a new fourth mission of universities, dedicated to peacebuilding and the role of the university during the war and post-war recovery. This paper explores how the war in Ukraine changed the interest in higher education of Ukrainians who stayed on the territory of Ukraine and emigrated to other countries. The methodology is based on Google Trends Analysis and peak approach with Google Trends Scale of Internet user inquiries about higher education from June 20, 2021 to June 20, 2023 with a middle point on February 24, 2022. Dynamics of changes in the queries of Internet users by keywords regarding studied higher education are: 1) exclusively from the territory of Ukraine; 2) from the territory of Poland, Slovakia, Germany, the Czech Republic, Great Britain, Spain, Italy, Bulgaria, Romania, Moldova, Austria, i.e., top-10 countries by number of registered Ukrainian refugees according to the UN Refugee Agency. The key results are: 1) increased interest of Internet users in higher education after beginning of the full-scale war: Poland – 22.9%, Romania – 28.9%, Ukraine – 31.2%, Hungary – 32.4%, Slovakia – 35.8%, Moldova – 49.0% of average number of «university» inquiries; 2) increased requests for professional education (42.2%), distance education (25.6%), distance learning (34.1%) after February 24, 2022; 3) correlation between negative trends of interest per 32% from July 2021 (100 GT Scale) to July 2022 (68 GT Scale) in Ukraine and positive trends of this indicator in European counties in August 2022 (80-100 GT Scale). Chi-square test showed statistical significance of changes in interest in higher education (p-value = 0). Key findings demonstrate the following trends after February 24, 2022: distance learning development, increased Internet users’ orientation towards professional education for high-paying jobs, popularity of flexible schedules. Financial literacy is becoming an urgent challenge in many countries. This situation is more acute in a developing country with a Soviet experience. The affected population, who are in advanced positions in the international financial machinations of the current period, is unmistakable proof of the low level of financial awareness in Georgia. The present study aims to determine the impact of student financial literacy on consumer behavior in Georgia as a Post-Soviet country. The study uses statistical methods, both probabilistic and non-probabilistic sampling. The paper reviews foreign experience and is a similar study conducted in Asia and Europe. The number of interviewed respondents was 295 students from the Imereti region (there are two universities in the region), which is 35% of the total number of students. The questionnaire consisted of 21 questions. The respondents were interviewed from October to mid-December 2021. The study has shown that financial awareness is relatively low; students do not perceive that they need to raise their financial education and skills, which makes the current situation even more dramatic. Among the positive trends was that 81% of students were ready to raise their level of financial education. The reason is that the Georgian educational system needs to be reformed to raise financial awareness by studying the essence of elementary money and the simplest budget planning models. The study results showed that in conditions of low financial awareness, students cannot plan the budget, control, and use financial services effectively and efficiently.
