Semantic Aspects of the International Classification of Functioning, Disability and Health

Abstract: During the last decade, under the World Health Organization's direction, the International Classification of Functioning, Disability and Health (ICF) has become a reference tool for monitoring and developing various policies addressing people with disability. This article presents three steps to increase the semantic interoperability of ICF: first, the representation of ICF using ontology tools; second, the alignment to upper-level ontologies; and third, the use of these tools to implement semantic mappings be… Show more

“…In fact, the use of ICF has highlighted some formal problems, mainly concerning its contents. As problems in using ICF were highlighted, works investigating the contents of the classification pointed out the need to improve conceptual clarity and ontological coherence [ 3 , 4 , 9 ], as well as to extend the domain covered by the classification [ 5 ]. Other shortcomings related to the Body Functions and Body Structure components are detailed in [ 10 ].…”

“…ICF has also been represented into an ontological model in RDF/OWL [56], which can be used as reference in the modelling of more complex ontologies. However, it has to be underlined that this model inherits some shortcomings belonging to the whole classification, such as problems regarding incongruent classification of some concepts, a lack of clarity between activities and their qualities, incorrect parent-child relationships [66] and overemphasis on subsumption [67].…”

“…The five personae identified correspond to the target residents, and are defined as follow: ICF's component "Personal Factors" is yet to be completed, therefore the classification can rely on the remaining four components-enough to provide a sound and complete description of health-related issues, since "Personal Factors" are the particular background of an individual's life and living [45]. Although ICF presents many advantages, it has to be underlined that this framework is characterized by some shortcomings, such as problems regarding incongruent classification of some concepts, a lack of clarity between activities and their qualities, incorrect parent-child relationships of concepts and an overemphasis on subsumption [46][47][48]. The ICF has also been modelled into an ontology [49], which can be used as a reference model for other domain ontologies and that inherits all the flaws belonging to the classification.…”
