With the popularization of the Internet, colleges and universities have successively increased their efforts in the construction of network teaching resources, but the traditional network course platform lacks the innovation of interactivity and has the problem of a low utilization rate of teaching resources. The article builds a digital platform for managing sports teaching resources based on the specificity of the sports discipline and divides it into three functional modules: resource library management, teaching management, and user management. Meanwhile, it proposes the operation process of the dynamic resource integration model, explains the principle of the appropriateness of strategy, and proposes that the best way for the organization to enhance its position is along the direction of the organizational gradient. It focuses on the digital resource allocation method with the goal of maximizing the overall value and taking into account fairness under the conditions of a dynamic environment and limited teaching resources and adopts the Gini index, which reflects the effect of digital resource utilization in physical education in colleges and universities. Through the construction and practice of badminton digital teaching video resources, the mean values of the three dimensions of students’ learning strategies, learning behaviors and learning effects were 3.604, 3.49 and 0.725, respectively. Skill level dimensions, which were significantly higher than that of the control group ( P ≤ 0.001), verified the effectiveness of the digital resource management platform, which in turn provided a basis for the dynamic integration of digital learning resources.
