The metro system plays a very important role in the urban multimodal transportation system, yet it is susceptible to accidents. A well-designed metro system needs to provide alternative routes to travellers both in the disruptive events and the normal operating conditions for providing rerouting opportunities and balancing crowded lines. This paper provides a new dimension of assessing metro network performance—travellers’ route redundancy (or route diversity), which is defined as the number of behaviourally effective routes between each origin-destination (O-D) pair in the network. The route redundancy of metro network is evaluated by statistical indicators of the distribution of the O-D-level number of effective routes. Compared with the existing connectivity and accessibility measures of topology network performance, route redundancy is also based on the topology network, but it takes the travellers’ route choice into consideration. Specifically, the effective routes between each O-D pair would provide disaggregated information from the travellers’ perspective. Case studies in four metropolises in the world, i.e., Shanghai, Beijing, London, and Tokyo, are conducted to examine the predisaster preparedness of the four metro networks explicitly from the perspective of route redundancy. The results indicate that the London metro network has the best route redundancy performance in terms of the statistical indicators of the distribution of the O-D level number of effective routes. Furthermore, the results of route redundancy are compared with typical measures of topology network performance in terms of measuring connectivity and accessibility of metro networks. Their differences are attributed to the fact that the route redundancy measure considers the travellers’ O-D-level route choice beyond the pure network topology and the shortest path considerations of the existing measures. The route redundancy proposed in this paper could assist in evaluating the predisaster preparedness of current or planning metro networks from O-D level to network level.

Disruption Recovery for Urban Public Tram System: An Analysis of Replacement Service Selection

Disruption recovery is an imperative task for the tram system, which has caused widespread concerns in the public transport area. In this paper, how to provide replacement services for stranded passengers during short-term unplanned events has been investigated. A decision support tool for the tram company to dispatch appropriate replacement services by taxis or buses has been proposed. First, critical factors for disruption recovery decisions are identified as commuters' behaviors, recovery cost, and service level. Then, critical factors are model as replacement service selection strategies among bus, taxi, and bus-taxi hybrid. Finally, numerical analyses are conducted to shed light on key variables affecting the tram company's benefit function as well as replacement service decisions. The numerical analyses provide immediate managerial implications. The proposed method can be easily extended to real-time disruption recovery for urban public transit system by capturing passenger patterns and vehicle status through big data technologies.

The decision-making for urban rail transit emergency events takes an important role in both reducing the losses caused by disasters and ensuring the safety of passengers. For the rainstorm emergency decision-making without certain scenario prediction information, considering the characteristic that the predisaster prevention measures will influence the effect of in-process countermeasures, this paper aimed to analyze the whole process scenarios for the occurrence, evolution, and development of rainstorm disaster in urban rail transit by considering the regret aversion of the decision makers. An emergency decision-making method for the beforehand-ongoing two stages rainstorm emergencies was developed to assess the emergency decision-making of urban rail transportation in different rainfall flood scenarios. Besides, the utilities and application costs of the emergency plans are also considered when defining the optimal emergency decision-making. This paper purposes the emergency decision-making model based on regret theory to define the optimal predisaster prevention method and ongoing responding measure for different disaster scenarios. Taking the Tianjin rail transportation as an example, this paper defines the optimal emergency decision-making to respond typhoon “Lekima.” The results show that if this method can be implemented in the rail transportation rainstorm disaster emergency responding and relevant disaster prevention management, then the reliability and risk responding capability of public transportation service can both be improved.
