Small Worlds in Canada and Europe: A Comparison of Regional Party Systems in Quebec, Bavaria and Scotland

Abstract: IntroductionThis paper explores the dynamics of regional party systems in a comparative analysis of three 'small worlds' in Canada and Europe. The analysis forms part of wider exploration of the enduring impact of Elkins and Simeon's (1980) book Small Worlds on approaches to political science. The paper draws primarily on Elkins' analysis of Canadian provincial party systems. His research revealed that there was a strong regional dimension to party competition and that 'parties were themselves divided along pr… Show more

“…Yet, electoral research overlooks this dimension in other regions. Bavaria also has a party system that is partly divided along the centre-periphery axis (Hepburn, 2010), but, to the best of our knowledge, electoral surveys in Bavaria have not taken into consideration the centreperiphery axis, thereby leaving a void in the understanding of electoral dynamics.…”

“…The CSU is a clearly regionalist party that focuses strongly on the Bavarian identity and mobilizes around the concept of Heimat (Hepburn, ). “…Bavaria's political system has distinct traditions and political culture that distinguish the region from the rest of Germany (Hepburn, ). It also has a strong territorial identity and a unique culture within Germany, including a separate dialect, cuisine, and folklore, and CSU‐led Bavarian governments have promoted “a mixed economy of Laptop und Lederhose that combines market liberalism with an active policy of state economic intervention and social protection” (Hepburn, :189).…”

“…This is reflected in the composition and autonomy claims of the European Free Alliance, the premier alliance of SNRPs in the EU. Most members seek to renegotiate their autonomy within a 'Europe of the Peoples and Nations', rather than demand separate membership of a 'Europe of States' (Hooghe, 1996;Loughlin, 1996;Jeffery, 2002;Keating, 2005;Elias, 2008;Hepburn, 2010). This accommodation strategy is also seen in the realpolitik of fringe independentist parties -as currently exist in the Balearic Islands (Catalonia/Spain), Corsica (France) and Sardinia (Italy).…”

“…Rather than clamour for full sovereignty, the majority of SNRPs have, over time, opted for creative forms of shared sovereignty within an integrationist Europe (Hepburn, 2010). This is reflected in the composition and autonomy claims of the European Free Alliance, the premier alliance of SNRPs in the EU.…”
