“…Accordingly, since the existing city processes may not allow such a transformation, using an appropriate process modelling approach for changing cross-sectoral city processes is essential to provide integrated and smart services for citizens in real time. In light of this, by considering a city as an integrated enterprise, learnings from ESI will be useful to transform the cross-sectoral city process (Javidroozi et al , 2014).…”

“…In order to identify the required modelling capabilities of existing BPMo for SCD purposes, it was necessary to research those capabilities in the ESI context by identifying broad level similarities between the two. In a complex enterprise, there are multiple departments, multiple levels of hierarchy, stakeholders and other complexities, especially in business processes (Momoh et al , 2010; Javidroozi et al , 2014, 2019a, b). In the ESI context, organisations at Capability Maturity Model (CMM) level 3 and 4 have performed BPMo for continuous business improvement and/or organisational re-design for efficiency purposes (CMM level 3 – where processes are organised and redesigned at the enterprise level and CMM level 4 – processes are measured and managed systematically) (Wangenheim et al , 2010; Peldzius et al , 2011).…”

“…Hence, to promote sustainable living, it is necessary to change the traditional urban activities, functions, and processes, which are mostly performed within the city sectors, operating in silos. It means the city authorities have to manage their cities in a smarter way (Javidroozi et al, 2014). In fact, interconnectivity through various sectors of city systems is a significant issue for city leaders (Liu & Peng, 2013) that can be addressed by integrating city systems and changing cross-sectoral city processes (Nam and Pardo, 2011b).…”

“…As a result, systems integration is the most important necessity for developing a smart city, because it is a key task in nearly all areas of SCD (Kanter et al, 2009b;Arnold et al, 2015). Moreover, since BPC is the most important requirement of systems integration (Javidroozi et al, 2014(Javidroozi et al, , 2016, it will be an integral component of the modern integrated future cities (Liu and Peng, 2013;Aelenei et al, 2016). Hence, consideration of BPC as part of SCD ensures that a city can offer seamless services to citizens in realtime, through inter-connected business processes across the city sectors (BSI, 2014a).…”

“…The reason for this is that although the framework was initially developed for the context of digital transformation in an enterprise, it can also be used in the context of digital transformation in a community. The suitability of the framework for this purpose is supported by its focus on digital transformation in the context of enterprises and smart cities, as highlighted inJavidroozi et al (2014),Mamkaitis et al (2016) and AnthonyJnr (2021). In an enterprise, digital transformation involves the diffusion of IT to re-align the business processes that change the way value is created for its stakeholders.…”
