“…The best‐value procurement method (BVPM) (Scott, ; Schooner, ; Dimitri, ) represents a TCO approach‐based form of a widely used government‐established central purchasing framework agreement. It requires that PMs, when selecting suppliers, do not make selections based primarily on the supplier attribute price, but also consider other supplier attributes that can impact the total costs associated with a purchase over its life cycle (Bergman & Lundberg, ; Dimitri, ; Loader & Norton, ), therefore they need to utilize a TCO approach.
