Social lives of tsunami walls in Japan: Concrete culture, social innovation and coastal communities

Abstract: This paper is the beginning of a reflection on the ways in which the Great East Japan Disaster (2011) might have changed people’s perception of seawalls and hard coastal defence in Japan. A highly developed society that is prone to frequent large tsunamis and storm surges, Japan’s spending on physical coastal defence has few equals around the world. The development of sea defence became a priority during the 1960-70s when coastal engineers and related agencies developed national standards. One of the chief str… Show more

“…In contrast to the above two categories, residents living in the areas protected by concrete embankments seem to be clearly unconcerned about the bank erosion/collapse, often continuing to build houses and living near the banks. However, such a false sense of security is dangerous as any future collapse entails greater losses 48 . This is highly probable in Vietnam, where many embankment projects are not synchronous due to limited budget and corruption 49 .…”

“…This belief can provide a false sense of security and also make communities question the effectiveness of NbS for coastal flood risk management. The high number of casualties of the 2011 Great East Japan Earthquake and the Tōhoku Tsunami in Japan has partially been attributed to the false sense of security of seawalls (Strusińska-Correia, 2017;Boret and Gerster, 2021). Seawalls encouraged development in vulnerable areas, while the damage and death rate were high for areas with seawalls less than 5 m in height (Nateghi et al, 2016).…”

“…Namun, bencana besar (tsunami) pada 11 Maret 2011 merobohkan tanggul tersebut dengan tingkat kerugian yang merenggut nyawa sebanyak 15.000 jiwa dan kehilangan finansial sebesar 210 miliar dolar Amerika Serikat (Boret & Gerster, 2021). Kondisi ini memperlihatkan kesesuaian dengan argumen penulis (pada bagian Jerman) bahwa sea wall berpotensi menimbulkan bahaya berlipat dari amukan laut.…”
