Educational reform is essential. The revolution of multimedia technology and network technology is having a profound impact on the traditional teaching system, teaching methods, and training content. The learner-centered online learning model is rapidly developing. Research shows that, based on new media concepts and technology applications, music teaching platforms can be created and researched through limited forms of music teaching in colleges and universities and new media platforms. The survey results of the practice and role of new media in the process of assisting music teaching in colleges and universities show that most students have a positive attitude towards the new media teaching assistant method in public music courses in colleges and universities and are very interested in this method. Students’ aesthetic, analytical, expressive, and collaborative abilities are also enhanced at all levels. The average score of the test class was 8.8 points higher than that of the control class, and the average score was 10.78% higher. The results show that the application of new media in college music teaching is effective.

Emergency information release during public health emergencies is a governance measure to slow down the spread of the epidemic and guide the public in scientific protection. Because of the uncertainty and life-cycle characteristics of public health emergencies, emergency information release represents the process of time dynamics. At present, it is an inevitable trend to establish a collaborative mechanism for emergency information release of public health emergencies to improve the release efficiency and respond to public demand. To determine time evolution characteristics of organizational collaboration in emergency information release, this study took the response to COVID-19 from the central government of China as an example and conducted research based on social network analysis. Based on information from COVID-19-related press conferences held by China's central government, the emergency information release collaborative networks (EIRCNs), and Emergency Organizations-Emergency Information Release Matters (EOs-EIRMs) 2-mode network were constructed. With the time evolution, the tightness, convergence, stability, and connectivity of EIRCNs in public health emergencies presented the process of lowering and then raising. At different stages, the core emergency organization (EO) nodes in EIRCNs continued to maintain a certain degree of activity. Their dynamic processes showed the characteristics of diversification rather than homogeneity. The time evolution of emergency information release matters (EIRMs) reflected the dynamic adjustment of the government's prevention and control measures and responded to the diversification of the public's understanding and protection needs during different stages of the COVID-19 pandemic. The study further examined the driving factors and implementation mechanism of the time evolution characteristics of the collaborative mode of emergency information release. The implementation of EIRMs at different stages had different resource requirements, which were usually achieved by introducing new EOs (Adding resource increment) or increasing the collaborative frequencies among EOs (Activating resource stock). In addition, further research prospects and feasibility interpretation were proposed.

PurposeMost of the existing studies on the evolution of emergency topics in social media focused on the emergency information demand of fixed user type in emergency while ignoring the changing roles of stakeholders during the emergency. Thus in this study, a three-dimensional dynamic topic evolution model is proposed, in which fine grained division of time, dynamic identification of stakeholders in the emergency, and emergency topic evolution based on both timeline and stakeholder's type are all considered.Design/methodology/approachParticularly the relevance between the tweets posted and the topic of emergency, the influence on the social network, and the attention of emergency topic are as well taken into account to quantitatively calculate the weight and ranking of stakeholders at different stages of the emergency. To verify the proposed model, an experimental demonstration was carried out under an emergency event posted on social media.FindingsThe results show that (1) based on the three-dimensional dynamic topic evolution model, the composition and ranking of stakeholders have obvious differences at different stages; (2) the emergency information needs and the sharing behavior of stakeholders on emergency information also indicate different preferences where the topic concerns of stakeholders at different stages have a strong relationship with their weight ranking; (3) the emergency topic evolution considering both the dynamics of emergency stakeholders and emergency information demand could more accurately reflect the changing regularity of social media users' attention to information in emergency events.Originality/valueThis study is one of first to investigate the emergency topic evaluation on social media by considering the dynamic changes of various stakeholders in emergency.
