Resource-based cities are suffering from resource scarcity and environmental deterioration. Spirit, vitality and prosperity are disappearing and cities have moved towards “the valley of death” in terms of urban development. This typically appears in environments where it is difficult to maintain sustainable development. Based on empirical analysis, a qualitative analysis method for the selection of evaluation indicators, as well as a quantitative analysis method for index weighting and principal component extraction for constructing a three-level evaluation index system of green development for coal-resource-exhausted cities, was adopted. This study also discussed the life cycle at different development stages of resource-based cities, including mature resource-based and growing resource-based cities. We further argued that the obstacle degree can act as an evaluation basis and make recommendations accordingly to improve the green development of cities. Through star-standard divisions and statistical analysis, it can be explicated that the increase in green development in the first stage is greater than that in the later stage, which is more obvious in cities with lower stars. The results also show the evolution trend and stability coefficient. There is no end in sight for urban green development, and this study can provide a new perspective to relieve the declining trend and promote green sustainable development.

A mineração tem se destacado em razão da diversidade e abundância de produtos que podem ser explorados dos ambientes naturais. Entretanto, esta atividade está fortemente associada a cenários de degradação ambiental e conflitos sociais. Em Ourém, município do nordeste paraense, a lavra de agregados para construção civil (areia, argila e seixo) é uma prática que já vem acontecendo há alguns anos. Diante disto, a presente pesquisa analisa a percepção ambiental de moradores atingidos direta ou indiretamente por atividade mineradora do referido município. A coleta de dados ocorreu com 154 residentes, utilizando: formulários estruturados; observação participante; conversas informais; entrevistas semiestruturadas e registros fotográficos. Os resultados mostram que os indivíduos estão mais preocupados com os problemas relacionados à segurança e ao emprego, em detrimento dos danos causados ao meio ambiente, inclusive com a mineração. Estatisticamente, as pessoas mais preocupadas com os agravos ambientais são os moradores com idade mais avançada, que residem há mais de 31 anos no município e possuem ocupação fixa. Sobre o trabalho das mineradoras, a população evidencia em proporção bem maior os impactos socioambientais negativos do que os positivos. Todavia, as pessoas demonstraram estar habituadas com os efeitos prejudicais da mineração e pouco se mobilizam para solicitar reparação de danos e contrapartidas sociais. As informações obtidas a partir dessas investigações são de suma importância como um registro de evidência científica disponível para a população e suas lideranças, tendo potencial de contribuir na articulação entre poder público e sociedade civil, bem como na elaboração de políticas públicas com base em projetos de diagnóstico ambiental que reflitam a visão dos diferentes atores envolvidos.

Analyzing the case of France, this article aims to explain how the development of enhanced oil recovery techniques over the last decade contributed to politicizing the subsurface, that is putting underground resources at the center of social unrest and political debates. France faced a decline of its oil and gas activity in the 1990s, followed by a renewal with subsurface activity in the late 2000s using enhanced oil recovery techniques. An industrial demonstrator for carbon capture and storage was developed between 2010 and 2013 , while projects targeting unconventional oil and gas were pushed forward between 2008 and 2011 before eventually being canceled. We analyze how the credibility, legitimacy, and governance of those techniques were developed and how conflicts made the role of the subsurface for energy transition the target of political choices. The level of political and industrial support and social protest played a key role in building project legitimacy, while the types of narratives and their credibility determined the distinct trajectories of hydraulic fracturing and carbon capture and storage in France. The conflicts over enhanced oil recovery techniques are also explained through the critical assessment of the governance framework that tends to exclude civil society stakeholders. We suggest that these conflicts illustrated a new type of politicization of the subsurface by merging geostrategic concerns with social claims about governance, ecological demands about pollution, and linking local preoccupations to global climate change.
