The article reveals the effectiveness of the representation of the activism of power structures in the field of politics and law, the features of its social recipient at the theoretical and methodological level, and also establishes the relationship between the explicitness of the statist discourse and the political loyalty of society and the state of its legal consciousness. Particular attention is paid to the meaning of the stimulation of lawmaking and management practices, which has become an attribute of the last few decades of Russian history. The methodological basis of the proposed research was the concept of "communicative action" (J. Habermas), supplemented by separate components of the critical theory. The authors of the article seek to point out the social danger of the institutional and managerial "occupation" of the life world, which occurs against the background of the absence of the necessary "codes" for the society to understand both the actual power decisions taken at the societal level and the acceleration of the corresponding dynamics.

In metamodernity, as a new stage in the mental development of society, the priority is the sphere of meanings and sociocultural values that arise in the new reality. This circumstance problematizes issues of social interaction regarding the mechanisms and processes of value changes, in which symbolic capital occupies the main place. The purpose of the work is to analyze the value transformations of metamodern society and determine the place of symbolic capital occupied in it. The study was conducted in a synergetic paradigm; its methodological basis was made up of socio-philosophical, structural-functional and socio-synergistic approaches. As a result, the reason for the transition of the postmodern to metamodern type of thinking was explained for the first time; it is a new form of social interaction, which is virtual social networks, which resulted in the emergence of virtual habitus matrices. The author’s definition of the concept of «habitus matrices» is given - this is a mesostructure of interconnected habituses that, with the help of informal norms, regulate the everyday life of people. Their functioning through symbolic capital as a credit of trust is explained. The origin of habitus matrices is shown, mediated by the exclusion of delegates from the chain of interaction between institution and habitus. Instead of delegates, such intermediaries are now often virtual social networks or other types of social communications. The risks of transformation of basic values are identified, among them the main one is the emerging crisis of legitimation, which can reduce the effectiveness of institutional regulation and lead to the growth of marginal zones of society. The author’s solution to the problem of the riskiness of value transformations of society is proposed, which consists in the idea of improving the methods of institutional regulation of virtual habitus matrices. It is concluded that, firstly, in a metamodern society, symbolic capital performs the function of selecting values that are most conducive to social interaction and stability and, secondly, that metamodern values direct individuals to socialization and the development of social relations. The results of the study can be applied in the field of social management, in socio-philosophical science, social theory and practice.

PurposeThe purpose of the article is to develop a new institutional approach to build the social market economy, which would allow balancing traditions and innovations, stability and technological progress in view of the specifics and priorities of the national economy, based on which regional models of social management will be built. The research study is performed to develop new institutional approach by the example of modern Russia by determining the institutional matrix of social management in economies of the regions that achieved the highest progress in formation of the social market economy.Design/methodology/approachThe authors use the proprietary methodology of evaluating the level of sociality of state management in region's economy, which includes the estimate formula and the scale for qualitative treatment of the results. The research subjects are top ten regions of Russia listed in the quality of life index in the year 2019.FindingsThe authors determine the regression dependence of the sociality index of state management in region's economy on the selected factors and compile the equation of multiple linear regression, as well as determine the optimal influence of the factors on state management of region's economy for increasing its sociality to the maximum level possible.Originality/valueThe specifics of building the social market economy in Russia are determined. Based on the established national peculiarities of the social market economy in Russia, the institutional matrix of social management in the Russian regions' economy is developed and it allows for optimal balance of stability and sustainability with innovations and digitalization.
