Transport infrastructure is conceived as an important determinant of regional economic development. While this prediction especially holds from a theoretical perspective on the premises of endogenous growth theories, from an empirical perspective it is not that easy to verify this causal link, though. Measuring whether transport infrastructure indeed fosters regional development or if it is merely an endogenous reflection of the higher transportation demand in prospering regions is a challenging task. This paper analyzes the long-run effects of port facilities on regional income levels in Germany. Since it is very likely that results from standard least square estimations suffer from endogeneity problems, we base the identification on exogenous long-run instruments. In particular, port facilities built before the industrial revolution provide an adequate instrument for current port infrastructure since they are exogenous to recent economic development but the natural requirements of a port site form an experimental character of their locations. Results from German district-level data for 1991-2008 hint at a positive correlation between port locations and gross domestic product per capita, but do not provide evidence for a causal relationship regarding the instrumental variable approach. Further robustness checks with population distribution as outcome hint at positive long-run persistence effects of port infrastructure.

Over the past few decades, a number of participatory multi-criteria analysis methods, combining deliberative procedures with multiple decision criteria assessment techniques, have been developed to tackle complex policy problems. However, several important aspects of such methods, including the way in which different and often contrasting viewpoints should be included in the analysis, appear to have been largely neglected by previous studies. Possible problems and drawbacks that may hamper the applicability and feasibility of multi-actor multi-criteria exercises and the utility and reliability of their outcomes also deserve further investigation. This article seeks to fill this knowledge gap by proposing a conceptual framework and classification scheme that illustrates the different possible approaches for identifying the key elements of the multi-criteria problem (i.e. options, objectives/criteria, weights and scores), while dealing with different points of view. It also discusses the potential advantages, disadvantages and issues of each approach and ultimately defines the overarching factors that should orientate the selection of one specific approach over the others.

Sub-Saharan suffers from a poor transport system failing to address equity and sustainability. The system can be affected by several factors; however, this study explores how African historical transport infrastructure development and socio-economic changes affect institutional changes and preferences of available transport modes. We used recently published systematic reviews, case studies, analytical cross-sectional studies, policy review papers, and available relevant studies reports and some grey literature to understand the impacts of these factors. Our analysis shows that the transport demand is affected by local socio-economic contexts shaped by historical pretexts, socio-technical changes, economic transitions, and related value systems. These is essential to understand the operational characteristics of the formal and informal transport modalities, their roles and contribution to meet the mobility needs of the people and designing of an effective management system. This paper can provide insights to policy-makers, urban transport planners and researchers in the field on the complementary modalities involving formal and informal transportation.
