For the last decade, urban actors around the globe have been struggling to adapt to a post-crisis and austerity context through increasing social mobilization and experimentation, calling for an urban democracy renewal and challenging established neoliberal urban regimes and governance systems. This has triggered social innovations, in which novel collaborative formulas have been envisioned and implemented. In particular, civil-public collaborations (CPCs) have come to the fore as an empowering alternative to the well-established private–public partnerships (PPP). This article examines the conditions of possibility, enabling mechanisms and constraints for the emergence of innovative multi-actor collaborations (IMACs). For this aim, we developed a three-fold analytical framework combining social innovation, public governance, and urban regime theory. We applied this framework to the case of the so-called “government of change” in Madrid between 2015 and 2019. After exploring the pre-2015 context, the institutional innovations implemented once Ahora Madrid accessed the local government, and the post-2019 context, it points to the preconditions that allowed experimentation with IMAC, identifies the institutional mechanisms and governance innovations that support their emergence, and assesses to what extent and how power to act was created and used to accomplish urban regime change.

This paper discusses an optimization model for handling the impact of the COVID-19 pandemic based on food supply network through regional food hubs (RFHs) under uncertainty. To this end, uncertainty is assumed in the demand and production data. During the Pandemic COVID-19 period, uncertainty has increased and the food supply chain system has changed. Thus, a new configuration of the food supply network requires analysis. In this paper, the concept of RFH is introduced to connect producers in rural areas and customers in urban areas. This paper determines the location and capacity of RFHs, the food supply network, the sum of maximum food supplies, and minimum logistics cost. This is done via a Multi-Objective Many-to-Many Location-Routing Problem model. Furthermore, since the conditions of the COVID-19 pandemic is uncertain, robust optimization is employed to handle uncertainties. During the current pandemic, red zones are defined to indicate the severity of the pandemic in a region. In this paper, the numerical experiment is considered for three scenarios: when a region is in largescale social distancing, partial social distancing, or normal conditions. This social distancing situation is based on the defined red zones. The optimal food supply network is obtained for the three scenarios and the best scenario among the three is identified.

Possible Actors in Local Foodscapes? LEADER Action Groups as Short Supply Chain Agents—A European Perspective

In recent decades, alongside industrialized agriculture and food-supply systems, an alternative, network-based framework has evolved supporting local development, social innovation and sustainability objectives. Short supply chains are in the focus of the new era. At the same time, from the 1990s a new, bottom-up, spatially bound rural development method, the Liaison Entre Actions pour le Development de l’Economie Rurale (LEADER) approach, has arisen. The purpose of this study is to examine the involvement of LEADER local action groups in the management of alternative food systems in Europe. After a literature-based, detailed theoretical review, a quantitative analysis concerning the content of the official websites of action groups was conducted. A local product promoting quantitative index was created from the qualitative characteristics of the sites. From the collected data, using basic statistical analysis and thematic mapping connections were searched between local action group general characteristics and their short supply chain support activities. The results indicate notable national differences between Western and Eastern European and Mediterranean LEADER groups, supporting previous literature. It may be concluded that local action groups as potential hubs of social innovation, can be crucial actors in local foodscapes, mainly in less developed areas where other non-profit or for-profit organizations are unable to manage supply chains.
