Considering the growing complexity that follows the creation of public policies in the most varied fields and its process of implementation and evaluation, it is worth mentioning the integration of specialized professionals, which are aware of the (complex) social reality and its social and political problems [46], in order to use theory as a reference and tool to evaluate and measure the validity and the reach of conclusions built in the evaluation process.
