This research is a development from the previous studies that aimed to test the ability of the World Bank's Environment and Social Framework (ESF) in minimizing the impact of social conflict projects in the context of environmental and social protection. The study used samples from infrastructure projects in Indonesia sourced from the State Budget throughout 2018-2021. There were 120 respondents who participated in this study by filling out a questionnaire. Meanwhile, secondary data is obtained through indexes and official government data regarding the condition of local communities that reflect the level of interest. Using PLS-SEM method, the results of significant influence from ESF in minimizing the potential impact of social conflicts in the project were obtained. ESF can effectively become a "compromise of interest" for the project and the community. This study also proves the independence of ESF, where both interests are unable to affect the quality of ESF. This proves that the position of ESF as an effective legal tool in managing environmental and social impacts needs to be strengthened by firm regulation. The results of this study are expected to help further research in finding differences in project social conflict behavior based on cultural differences in Indonesia.

Pertumbuhan ekonomi yang mengalami perlambatan dan ancaman kerusakan lingkungan akibat aktivitas pembangunan menuntut pelaku jasa konstruksi melakukan transformasi bisnis yang ramah lingkungan dan sosial. Penelitian ini ditujukan untuk menguji efektivitas komitmen penyedia jasa dalam mengelola risiko lingkungan dan sosial terhadap kinerja proyek melalui pencapaian kinerja sosial dengan PLS-SEM. Faktor-faktor manajemen dalam organisasi penyedia jasa digunakan dalam pengujian ini, yaitu kinerja organisasi/manajemen dan kinerja estimasi melalui nilai penawaran. Hasil penelitian menunjukan pengaruh yang signifikan dari ketiga variabel pada masing-masing komponen. Namun ketiganya bekerja secara independen dan tidak saling mempengaruhi sehingga mengurangi ketergantungan masing-masing terhadap komitmen pengelolaan risiko. Perlu penguatan aturan hukum tentang status dan kewajiban tanggungjawab sosial dan lingkungan proyek. Lebih lanjut, kinerja sosial yang dicapai terbukti berpengaruh dalam meningkatkan kinerja waktu dan biaya proyek. Hasil penelitian ini diharapkan dapat membantu penelitian selanjutnya untuk menghasilkan kerangka perlindungan lingkungan dan sosial proyek yang tepat dan berkeadilan dalam mendukung pembangunan nasional yang berkelanjutan.

As an archipelagic country with high cultural diversity, development projects in Indonesia are required to involve the community as a stakeholder appropriately. However, community engagement in the project is a dilemma where society can be a good supporter, while on the other side, it can be a risk factor. This research aimed to determine the type of project conflict that affects social conflict between the project and the local community and the impacts arising from social conflict. This study used 40 data on infrastructure projects in Indonesia collected from the questionnaire and analyzed using the Relative Importance Index (RII) method. This research revealed that value conflict was the most influential type causing social conflict, followed by affective, task-related, and rule-related conflicts. A personal relationship is the biggest impact caused by the project's social conflict, followed by the impact of cost, CSR, time, and the local workers' satisfaction. This research indicated that social values and norms still influenced the local community's life. Project managers can use these findings to develop conflict management strategies according to local socio-cultural conditions in order to reduce the potential for project-related conflict to escalate into social conflict. For further research, these results can be used as a reference in developing an appropriate environmental and social framework under the socio-cultural conditions of the Indonesian community; thus, social conflicts can be avoided, and project performance can be achieved according to the specified goals.
