Abstract:The possibilities of applying Operations Research (O.R.) techniques in the design of real-world systems are vast. The optimization and design of the supply chain network (SCN) is one of the relevant topics that has directed the attention of many scholars. Sound decisions in this regard, including the proper selection of the facility's location, transportation modes and routes and inventory management policies, can noticeably improve the systems performance. Over 380 articles published between 2005 and 2016 in the ISI/Web of Science database have applied advanced O.R. techniques in SCN optimization studies. This paper offers a systematic review of these published contributions by focusing on two categories of O.R. approaches most recently applied for the design of SC systems: integrated mathematical modeling and simulation-optimization (S-O) frameworks. A taxonomy analysis of the mentioned approaches is presented based on the supply chain elements. A bibliometric analysis is also conducted to provide technical insights into the possible gaps in the field. Moreover, the relevant studies on SC sustainability are highlighted. The research results are supportive of the S-O frameworks as either an alternative approach or an effective solution method for the integrated problems. The research outcomes can provide researchers in the field with useful details of the integrated problems and S-O frameworks as the most recent O.R. methodologies in the field of SC optimization.

Abstract:This study attempts to develop a method to evaluate the difficulty of emergency response activities in densely built-up areas, focusing on practical usefulness and issues in local cities of Japan. The emergency response activities are classified into evacuation, firefighting, and rescue, based on previous research. The method evaluates the difficulty of the activities by calculating the non-arrival probability and arrival distance for each building, using physical condition data. The developed method is applied to case study districts in Japanese local cities that have disaster mitigation issues. From spatial and quantitative analysis using evaluation results of the emergency response activities, we found that the difficulty of the activities in local cities is relatively low compared with results obtained in previous research dealing with densely built-up areas in big cities such as Tokyo and Osaka. Finally, we discuss the possibility of the proposed method as a support tool for community-based planning for disaster mitigation that can plainly offer residents useful information about the difficulty of the response activities.

This paper builds up on previous work entailing, in a first stage, the development of a geographic information system (GIS)-based environmental modelling approach; in a second stage, it entailed the development of a stand-alone more generic integrated spatial decision support system. The latter system was designed to address general spatial decision problems in such a way that enables interactive definition of mathematical models, the spatial entities involved and their attributes. This manuscript focuses primarily on a further development that implements a multicriteria modelling framework supporting sophisticated evaluation and comparison of hypothetical alternative scenarios in the context of spatial decision problems. Typically several conflicting generally incommensurable criteria are involved which derive from the multidimensional nature of most of the decision problems. In such circumstances, multicriteria techniques are recommended to be used in the analysis process. Overall, at the very beginning, the decision maker (DM) is not fully aware of the whole problem in hands and hence an effective learning process needs to be undertaken. Operating interactively with the methods above, either simultaneously or following up a given sequence, the DM may become effectively acquainted with the whole problem by investigating possible coherences among results obtained; also, by analysing sensitivity of variations in input data.
