Some notes about decentralization process implications on public administration corruption in romania

Abstract

Ab stract:The pa per in ves ti gates some fea tures of the cor rup tion in the pub lic ad min is tra tion in a coun try, which is in the pro cess of in te grat ing into the new struc tures of the Eu ro pean Un ion. We es ti mated the pa ram e ters of a re gres sion model that anal y ses fac tors like po lit i cal sys tem pres sure, ad min is tra tion trans par ency, and ser vice qual ity pro vided by civil ser vants us ing data sets for a rep re sen ta tive civil ser vants sam ple. Us ing the re gres sion model and ANOVA we came to the con clu sion, that the per cep tion of the cor rup tion has sig nif i cant dif fer ences at the level of the four types of pub lic ad min is tra tion in sti tu tions ana lysed in this pa per. The main re sult is that the cor rup tion level in the pub lic ad min is tra tion is neg a tively in flu enced by the sta bil ity of the re mu ner a tion sys tem, by the lack of trans par ency and by the po lit i cal sys tem pres sure.
