Risk analysis using climate-induced yield losses (CIYL) extracted from long-term yield data have been recognized in China, but the research focusing on the time-series characteristics of risk and the circulation signals behind yield losses still remains incomplete. To address these challenges, a case study on winter wheat production in Henan province, north China was conducted by using annual series of yield in 17 cities during 1988–2017 and monthly series of 15 types of large-scale oceanic-atmospheric circulation indices (LOACI). A comprehensive risk assessment method was established by combining the intensity, frequency, and variability of CIYL and principal component analysis (PCA). The results showed that the westernmost Henan was identified as the area of higher-risk. PCA and Mann–Kendall trend tests indicated that the southern, northern, eastern, and western areas in Henan province were classified as having different annual CIYL variations in these four sub-regions; the decreasing trend of CIYL in northern area was the most notable. Since the 2000s, a significant decline in CIYL was found in each sub-region. It should be noted that the key LOACI, which includes Tropical Northern Atlantic Index (TNA), Western Hemisphere warm pool (WHWP), and Southern oscillation index (SOI), indicated significant CIYL anomalies in some months. Furthermore, the regional yield simulation results using linear regression for the independent variables of year and various LOACI were satisfactory, with the average relative error ranging from 3.48% to 6.87%.

Adjusting the agricultural planting structure is one of the important means to realize agricultural water-saving, especially in arid inland river basin. In this paper, taking Shiyang River Basin as an example, on the basis of determining the crop water production function, a multi-objective optimization model was constructed, which comprehensively considered the maximization of economic benefits, the green water utilization rate and ecological benefits. The optimized planting structure was obtained by using GAMS (General Algebraic Modeling System) model solver. The results showed that: The common features of the three level years after optimization is that the sown area proportion of wheat, tubers, vegetables, fruits and cotton all increased, of which the sown area of fruits increased most by 5.30 × 10 4 ha. However, the sown area proportion of corn and oil-bearing crops decreased, of which the sown area of corn decreased most by 8.90 × 10 4 ha. Comparing of three level years, it is found that the impact of climate change on planting structure adjustment was relatively weak. With the decrease of precipitation, it is suggested to slightly decrease the sown area of wheat but slightly increase the sown area of tubers. The optimization results of planting structure were different in different counties. The average contribution rate of planting structure adjustment to total water-saving was 73.32%, indicating that planting structure adjustment was the key to water-saving. The water consumption of the same crop was different in different counties.

The occurrence of drought is a complex process and is caused by the interaction of multiple drought-causing factors. The construction of traditional drought models and indexes seldom considers multiple drought-causing factors. This study integrated the precipitation, soil water and heat balance, and crop growth during drought. From the beginning of the process of agricultural drought, the atmosphere, soil, and crops that characterize drought are considered, through the principal component analysis method to construct a comprehensive drought monitoring index (CDMI). This index was verified by using the areas covered by drought, areas affected by drought, relative soil moisture, and crop yield. The annual average CDMI had negative correlations with areas covered and affected by drought. The correlation coefficients were -0.68 and -0.73. Moreover, the CDMI value had positive correlations with relative soil moisture and crop yield. The maximum correlation coefficient between CDMI and relative soil moisture was 0.91, and the correlation coefficient with maize yield was 0.52. Subsequently, the CDMI was applied to long-term drought monitoring in agricultural areas during the summer maize growing season (June to September) in Henan Province.
