An integrated multi-criteria analysis framework was proposed for the sustainable water management of built reservoir with dam-heightening-based decision, which enhances the conventional decision-making methods by more reasonably quantifying the decision-making process. The method utilizes a group of techniques involving game theory, analytic hierarchy process (AHP) identifying and considering different stakeholder groups, entropy weight, and fuzzy comprehensive evaluation (GAEF), and is applied to the largest water transfer programs in China. The study results showed that the improved multi-criteria decision framework can well deal with the decision-making problem of built reservoir construction scheme in facing the newly increased task of water transfer. The study identifies five stakeholders that affect the subjective weight of the heightening schemes of built reservoir for inter-basin water transfer. It was revealed that the game theory can better couple the collective wisdom of large complex groups and the objectivity of indicators than traditional methods such as geometric average. This study is of high reference value for the feasibility demonstration of built reservoir with dam-heightening-based decision around the world to achieve the water related Sustainable Development Goals (SDGs), especially for those reservoirs with water transferring tasks.

Rapid urbanization boosts the material demand of cities and leads to serious environmental problems, such as water shortage and air pollution. To achieve better governance of cities, stakeholders need to deeply understand urban material utilization. Taking 327 cities in China as examples, this study analyzes the urban material characteristics from a metabolic perspective. We investigated the spatiotemporal changes in the material base of these cities from 2000 to 2020, including material flow and material stock. We further explored the allometric growth patterns of urban material flow and material stock at different scales (e.g., individual, group, and community). Results show that cities have metabolic processes as natural organisms; they differentiate into many types and exhibit allometric growth patterns. There is a consistency of material metabolic patterns in most cities. The growth of material flows (+43%) and material stocks (+135%) was evident in all cities during 2000–2020. However, the material metabolism of Chinese cities exhibits diverse allometric growth patterns across the individual, group, and community scales. This study can provide simple but effective quantitative indicators for the investigation of urban material utilization, and can support distinct policy implications for sustainable urban material‐based planning and management.

Resilience is especially important for a developing country such as China which aims to sustainable development. Previous studies mainly focused on a certain aspect of water resilience in some small-scale regions or watersheds, while systematic understanding and national-scale studies of that were rare. In this study, a new nature-society dual-structured water resilience index is developed to evaluate the capacity of water resource and environmental system in adapting to changes or disturbances and is applied in the case study of China at a national scale. The results indicate that the comprehensive level of water resilience in China was constantly improving in the past years, while the recent spatial distribution level in China was still not optimistic and differs greatly in some regions due to differentiated efforts in water resources conservation and governance. This study also identifies the serious resilience issues of China’s water resources system to provide reference for considering sustainability in national or provincial water resources planning and policy.
