Special economic zones (SEZs) are mushrooming across the developing world. Increasingly, policymakers resort to zones with the aim of turning around their countries' economic fortunes. Zones are expected to deliver greater innovation, exports, knowledge and technological spillovers. Yet, little is known about the state of play of SEZs in Africa, where almost half of SEZ programmes are less than 10 years old. The recent proliferation of SEZs in the continent has rendered the need to ensure that SEZs deliver on their objectives more impelling, given the often non-negligible opportunity costs associated with SEZ development. This article addresses this knowledge gap and sheds light on African SEZ practices. The analysis of a novel dataset highlights that (i) African SEZs are on a steep upward trend and are changing in nature; (ii) the ability of African SEZs to attract industrial activity, proxied by firms, and generate employment remains limited; and (iii) African SEZ governance policies (over)rely on fiscal incentives and performance requirements. Case studies from Ethiopia, Morocco and South Africa suggest that those African SEZ programmes that have a well-targeted strategic focus, promote institutional collaboration and take a proactive approach to create linkages with the local economy are more likely to succeed.

The development of the international transport corridor plays a special role in the development of the transport system. Russian special economic zones do not form an integrated network; they can be characterized as separate isolated innovation-oriented elements in the economic space of the low-tech Russian economy. Research in the field of expanding the theoretical apparatus on the above issues has shown that the general understanding of the term “international transport system” includes a set of elements that provide significant international freight and passenger traffic between separate geographical areas, includes rolling stock and stationary devices of all modes of transport working in this direction, as well as a set of technological, organizational and legal conditions for the implementation of these transportation. As part of the study, the analysis of three options for the route of the international transport corridor “North-South” is proposed: transportation of goods by rail, western branch, eastern branch. Based on the results of the study, it is determined that the creation, development and operation of a free economic zone of a port type will create an impetus for the high-quality and efficient port infrastructure that will meet international standards and be one of the factors for attracting freight carriers.

The Special Economic Zone (SEZ) is that specific geographical area which has economic and other business laws that are more market-oriented than a country’s typical or national laws. It is the region where government provides the special facilities by constructing separate rules and regulations and wants to promote foreign investments and capital for export oriented economy. National laws may be suspended inside a special economic zone. This article describes the different aspects of SEZ in global and national context, policies and present situations of SEZ in Nepal. The overall objective of this article is to find out the present situation of special economic zones of Nepal. The specific objective is to analyze the overall conditions of SEZ, their challenges and opportunities in Nepal. the analytical and descriptive methods are applied in this study. The data used in the study is quantitative which are collected from the economic survey of the ministry of finance, ministry of industry, commerce and supply, World Bank, OECD, SEZ office, published articles and newspapers related to SEZ and reports. In conclusion, to achieve high speed of economic development, to generate employment opportunities and to increase direct foreign investment are the main goals of SEZ. The government of Nepal has implemented formally the concept of Special Economic Zone in 2000 AD and constructed laws, act and policies and implemented after 2017 A D.
