Spectrum Trading with Interference Rights

Abstract: Abstract-Spectrum, which supports the transmission of sound, data, and video, is critical to the implementation of mobile connected society. Federal Communications Commission (FCC) has been seeking policies that offer more spectrum access opportunities, such as secondary spectrum market and TV white space. In this paper, we develop the idea of trading spectrum in Interference Right. It means to alleviate the spectrum scarcity by cooperative spectrum usage and making the spectrum market as liquid as possible. W… Show more

“…Different aspects of spectrum trading have been addressed in various works [12][13][14][15][16][17]. In [12], the primary owner (PO) temporarily leases its spectrum holding to unlicensed secondary users (SUs).…”

“…Here, optimal auction mechanism called generalised Branco's mechanism has been introduced in order to maximise the expected profit of the sellers. Another spectrum trading framework has been proposed in [17] where the spectrum owner sells interference right to the SUs such that SUs could provide various types of services by restricting the interference level within the permissible limit under the contract. However, our works differ from the above works in the following aspects: We have considered BS‐level spectrum trading of different WSPs. We have modelled the spectrum trading problem as a negotiation problem for transfer of spectrum usage rights.…”

“…For example, by focussing on the spectrum operating environment rather than on user protection, De Vries and Sieh propose reception rights, comprised of probabilistic reception protections and transmission permissions to define spectrum operation rights [19]. Further, Weiss and Cui propose interference rights [20]. The interference rights explicitly allow secondary users to interfere with existing services offered by a primary user to a certain level.…”

“…Weiser and Hatfield [10] discuss the challenges of defining these property rights, and Hazlett [11] argues that adjudication is possible despite these challenges. Weiss and Liu [12] propose an alternative to the usage rights paradigm through markets in interference rights.…”
