“…Improved techniques did not lead to fewer, but to more, handicapped children, because with the increased survival rate many more severely affected infants survive (Lorber, 1971a). The policy of offering active treatment to all infants, irrespective of the type and degree of their physical condition and their social background, resulted in great suffering for the patients and in grave family, social, educational, financial, and community problems (Hare et al, 1966;Freeston, 1971;Lightowler, 1971;Walker, Thomas, and Russell, 1971).
