Many teens today who use the Internet are actively involved in participatory cultures—joining online communities (Facebook, message boards, game clans), producing creative work in new forms (digital sampling, modding, fan videomaking, fan fiction), working in teams to complete tasks and develop new knowledge (as in Wikipedia), and shaping the flow of media (as in blogging or podcasting). A growing body of scholarship suggests potential benefits of these activities, including opportunities for peer-to-peer learning, development of skills useful in the modern workplace, and a more empowered conception of citizenship. Some argue that young people pick up these key skills and competencies on their own by interacting with popular culture; but the problems of unequal access, lack of media transparency, and the breakdown of traditional forms of socialization and professional training suggest a role for policy and pedagogical intervention. This report aims to shift the conversation about the "digital divide" from questions about access to technology to questions about access to opportunities for involvement in participatory culture and how to provide all young people with the chance to develop the cultural competencies and social skills needed. Fostering these skills, the authors argue, requires a systemic approach to media education; schools, afterschool programs, and parents all have distinctive roles to play. The John D. and Catherine T. Teknoloji çağının içerisinde doğan çocuklar bilgisayar ve interneti en çok kullanan bireylerdir. Türkiye’de ilkokul düzeyinde internet kullanma oranı görünen kısmıyla fazladır; bununla birlikte interneti bilinçli kullanan öğrenci sayısı azdır. 6-10 yaş grubunda yer alan çocukların internet kullanım verileri beraberinde ders programlarının güncellenmesini gerekli kılmıştır. Bireylerin ortaya çıkan isteklerini karşılamak, sorunlarını çözmek ve bilinçli kullanıma vurgu yapmak için yeni okuryazarlık türleri ortaya çıkmıştır. Nitekim 2017 yılında ülkemizde yenilenen müfredatla birlikte Türkçe Dersi Öğretim Programı ilkokul (1-4) seviyesinin üçüncü sınıf düzeyinde okuma öğrenme alanında “Kısa ve basit dijital metinlerdeki mesajı kavrar.” (T.3.3.22); dördüncü sınıfta ise bu kazanıma ek olarak okuma öğrenme alanında “Bilgi kaynaklarını etkili bir şekilde kullanır” (T.4.3.35); “Medya metinlerini değerlendirir” (T.4.3.33); Bilgi kaynaklarının güvenirliğini sorgular.” (T.4.3.36) şeklinde kazanımlara yer verilmiştir. Kazanımlarda yer alan becerilerin Leu, Kinzer, Coiro ve Cammack (2004) tarafından ortaya çıkarılan “Yeni Okuryazarlık becerileri” ile örtüştüğü görülmektedir. Yeni okuryazarlık becerilerine sahip bir birey bilgiye ulaşabilmeli, bilgiyi araştırabilmeli, sentezlemeli, doğrulayabilmeli ve eleştirel değerlendirebilmelidir. Yeni okuryazarlık becerilerine birçok ülkenin ana dili öğretim programında da yer verildiği görülmüştür. Bu nedenle araştırmada Türkçe Dersi Öğretim Programı 2019 temel alınmıştır. Dil ve teknoloji arasında entegrasyonun sağlanması ile öğrenciler bilgi ve iletişim teknolojilerini bilinçli ve verimli kullanılarak, dil ve beceri öğrenimine karşı istekli hale geleceklerdir. Araştırmanın amacı yeni okuryazarlık becerileri bağlamında Türkçe Dersi Öğretim Programı ilkokul (1-4) seviyesinin değerlendirilmesidir. Bu çalışma, Türkçe Dersi Öğretim Programında yer alan yeni okuryazarlık becerilerinin mevcut durumunu ortaya koyduktan sonra bunun yeterli olup olmadığını tartışmayı amaçlamaktadır. Bu çalışmanın alanını 2019-2020 eğitim öğretim yılında dördüncü sınıf seviyesinde kullanılan MEB ve Koza Yayınevine ait olan ve üçüncü sınıf seviyesinde okutulan MEB ve Sonuç Yayınları’na ait Türkçe ders kitapları oluşturmaktadır. Araştırmada, nitel araştırma yaklaşımlarından doküman incelemesi yöntemi kullanılmıştır. Dokümanlardan elde edilen verilerin çözümlenmesinde betimsel analiz yönteminden yararlanılmıştır. Elde edilen bulgulara göre, yeni okuryazarlık becerileri Türkçe Dersi Öğretim Programında, üçüncü sınıf düzeyinde temalarda %3 oranında, kazanımlarda %2 oranında, içerikte ise %2 oranında yer almaktadır. Dördüncü sınıf düzeyinde ise temalarda %7 oranında, kazanımlarda %5 oranında, içerikte ise %3 oranında yer almaktadır. Genel dağılıma bakıldığında ise programda yer alan kazanımların % 6’sı ve ders kitaplarında yer alan içeriklerin % 2’si yeni okuryazarlık becerilerini kapsamaktadır. Yeni okuryazarlık becerilerinin kazanım ve içerik sayısına bakıldığında, bilgiye ulaşma ve bilgiyi araştırma becerisine ait içeriklerin diğer becerilerin içeriklerinden fazla olduğu, sentezleme becerisine ait kazanımın olmadığı ve içeriğin ise yalnızca bir adet olduğu görülmektedir. Dijital çağa hazırlamak istediğimiz öğrenciler için programda bu becerilere yönelik içeriklerin arttırılması önerilebilir.
