“…In general, studies that have evaluated the degree of stability in programming over time have found that children do experience changes in services as they move through school. For example, Clarizio and Halgren (1993) noted that for children at either the preschool, elementary, or secondary school level, change over a 3-year period in service delivery model (whether a consultant, resource room, or categorical classroom placement) occurred for 33 percent of students, and changes in the frequency of services occurred for 71 percent of students.
