Stakeholder Analysis in the Feasibility Process of Projects: A Structural Evaluation of the Power-Oriented Relationship

Abstract: The feasibility process of public construction projects is under the influence of stakeholders, who give direction to public resource allocation. Therefore, the analysis of stakeholders in this process is critical. An inductive qualitative approach was adopted using the grounded theory method to provide a theoretical explanation of stakeholders’ behaviors. Under the insight of structuration theory, the results indicated that the challenges are derived from various interrelated factors, leading to the emergence… Show more

“…Participative approaches seek to achieve consensus, in order to reduce the gaps between needs and solutions (Chbaly, 2021; Tzortzopoulos et al, 2009) or avoid conflicts that may arise between parties (Bherer et al, 2017). They are considered as the most effective strategies since they lead to tangible improvements in different stages of a project (Chow & Leiringer, 2020; Sarhadi et al, 2021).…”

“…In addition, firms need to reallocate their resources in response to changes in the market environment to cope with risks such as supply chain disruptions, and resource reconfiguration requires firms to interact with external social networks to acquire and integrate scarce resources (Behzadi et al , 2018). From the structuration perspective, resource reconfiguration is essentially a process in which a firm reshapes its rules and resources to adapt to changes in the market environment (Sarhadi et al , 2021). Supply chain disruption caused by environmental changes destroys the organization’s stability and interferes with the original production and operation processes.…”

“…The main goal of the PBO's contract design is legitimizing its control and coordination measures to restrict the contractor's behavior and improve efficiency through these measures (Wang et al, 2021a). Although the scope of external audiences in construction projects is very broad (Sarhadi et al, 2021), the legitimate power perceived by the contractor is the most basic type of the owner's legitimacy (Yang et al, 2012), referred to as "relational legitimacy" in the institutional theory literature (Dacin et al, 2007).…”
