Standardising policy in a nonstandard way: a public/private standardisation process in Norway

Abstract: Standards developed by standard-setting organisations (SSOs) – sometimes labelled private rulemaking – are part of larger practices of governance in most societies yet are underinvestigated from a policy process perspective.
