Standardizing the European Education Policy Space

Abstract: Countries in Europe, through the European Union, are creating, as part of the market and its governance, a new policy space in education. It is being formed through law, regulation, networking and harmonization. The development of standards across the different fields of policy, statistical calculation and commerce underpins and extends the creation of policy spaces. “…We suspect that one useful construct here may be the idea of social repertoires, or sets of behaviors that can be copied and modified but are still highly contextual. This goes in line with the comprehensive research done by among others Jenny Ozga, Martin Lawn and Sotiria Grek arguing that a host of experts and international organizations create data which transcends national policy debates, because this data enables cultural exchanges across borders and places, creating a new type of virtual and borderless policy space (Grek 2010;Lawn, 2011;Ozga, Dahler-Larsen, Segerholm, & Simola, 2011). Test-based accountability in the British or American sense is one type of school-governance repertoire, and certainly many countries have copied key elements of it.…”

“…Standards have also entered the debate for EU policy-making in the area of education. It has been argued that standardization is a central feature of current governance arrangements in European level educational policy initiatives (Elken, 2016b;Landri, 2016;Lawn, 2011). While standards can be examined from various disciplinary and analytical perspectives, the key focus here is on examining the specific KEYWORDS Standardization; standards; europe of knowledge; governance; european Union; higher education policy modes in the EU.…”

“…In such governance, all actors in a field are expected to react to and reflect on their own practice, compare themselves with others, and take action to develop their own practice and the field within their discretion; however, no empirical research examines how such governance works in practice. There is empirical support for the assumption that PISA can promote a national and transnational policy discourse on quality in education (systems) and can construct the policy problem in education (Breakspear, 2012;Lawn, 2011). PISA's PT is in line with discourse policy and governance theories, which helps explain its validity for legitimizing a national and transnational education policy discourse (Carvalho, 2012;Ozga, 2012).…”
