Standards of Evidence for Efficacy, Effectiveness, and Scale-up Research in Prevention Science: Next Generation

Abstract: A decade ago, the Society of Prevention Research (SPR) endorsed a set of standards for evidence related to research on prevention interventions. These standards (Flay et al., Prevention Science 6:151–175, 2005) were intended in part to increase consistency in reviews of prevention research that often generated disparate lists of effective interventions due to the application of different standards for what was considered to be necessary to demonstrate effectiveness. In 2013, SPR’s Board of Directors decided th… Show more

“…In this paper, we focus on type 1 translational research, which includes the transfer of knowledge from basic science to development and testing of an intervention or program. A core foundation of type 1 translational prevention science is that the intervention must have an "action theory" that corresponds to how the intervention will affect the underlying biologically based mechanisms of change, or mediators, as well as a conceptual theory that describes how the mediators will predict the hypothesized outcome variables [10]. The goal of this approach is to inform the development of personalized prevention approaches that are guided by basic science findings, using a theory-guided approach.…”

“…Current public health guidelines frequently promulgated to strengthen health and public health practice, and public health guidelines frequently outline requirements for systematic literature review (Moher et al, 2015), procedures for implementation and replication (Hoffmann, et al, 2014) and for standard expectations for efficacy, effectiveness and the ability to scale-up an intervention (Gottfredson et al, 2015). However, no guidelines exist to support the development of innovative programs.…”

“…Policy and practice needs to be informed by the findings from best available evidence. Rigorous standards are needed to support claims of effectiveness (Gottfredson et al 2015), therefore, the technical quality of evaluation studies need to be ensured, especially with regards to new programs where this is a significant investment of time, effort and money.…”
