The article is devoted to the problem of youth spiritual and moral upbringing. The authors evaluate the role of the family, educational institutions and public associations in the development and implementation of youth spiritual and moral education policy. The purpose of the study is to conduct a systematic analysis of the legal and institutional framework of the youth spiritual and moral upbringing policy to identify relevant issues and develop measures for its improvement. The institutional approach makes it possible to identify the main institutions that form the spiritual and moral values of the modern Russian youth. Systematic analysis of the voluntary work development dynamics shows the effectiveness of this institution and emphasizes the necessity to develop its potential. The authors come to the conclusion that it is necessary to intensify measures of spiritual and moral upbringing and that voluntary work has a constructive role in this process.

Introduction. The issue of patriotism tends to be one of the most discussed in official discourse on the Russian youth. Still the issue lacks explicit conceptual interpretation and consistent mechanism of implementation at different levels. The article aims at evaluating the scope of influence of the specifics of the regions, their socio-cultural, informational and institutional environment on the way senior school children understand patriotism, the type of patriotism dominating their conscience and their attitude to patriotic education in Russia. Materials and Methods. The article draws on the surveys of the pupils of 8th–11th grades of secondary schools in 10 regions of Siberian Federal District (n =2 050 people; non-linked quota samples with monitoring age, grade, type of locality and region). The data were collected through direct questionnaires at the respondentsʼ place of study. Results. The article has revealed prevailing emotional interpretation of patriotism by senior school children. The model of “blind” patriotism and its activity-orientated interpretation are wide-spread among school children of national republics, while “constructive” patriotism is spread among school children of administrative regions. The factors determining this split are peculiarities of the environment, values, current and prospective political involvement of the youth, the level of its trust for social and political institutions. The article has traced the influence of the dominant models of patriotism and the degree of school children involvement into the system of patriotic education on their attitude to this system, their evaluation of its forms and methods. Based on the conducted survey the article has proved the consistency of applying models of “constructive” and “blind” patriotism to composite societies on both a country and a region level. Discussion and Conclusion. The conclusions and the materials of the research can be useful for state departments of youth policy, youth social and political organizations, institutions of education as well as for research in politics and sociology of youth.

Patriotic Organizations in the National Republics of the Siberian Federal District: Between National and Ethnic Identity

As a response to the special military operation, the discourse on the “colonial” nature of the Russian Federation and the prominent local identity among students in the national-territorial regions of the SFD, such as the Republics of Altai, Khakassia and Tuva, have amplified. This poses the question of the formation of a civic identity and patriotic feelings among young people as the basis for legitimizing political institutions and structures. Important mechanisms for the consolidation and mobilization of patriotic-minded youth are patriotic organizations. As a result of content analysis of the Ministry of Justice of the Russian Federation’s information portal, social network pages of patriotic organizations (n = 121) and expert polls of leaders and members of organizations (n = 85), the authors have identified several categories of patriotic activities, which are aimed at the formation of a civic identity and patriotic feelings among young people in the mentioned regions. It was found that in all the regions studied, organizations of a military-patriotic and military-historical orientation, focused on forming a national identity, predominate. The ethnic component in the activity of patriotic organizations is more present in Khakassia and Tuva, however, in general share of patriotic organizations its representation is insignificant. The processes of standardization and unification of methods of work, formats of events and governing structures of these organizations, associated with the majority of youth patriotic organizations coming under the patronage of the federal movement “Yunarmia”, on the one hand, level out local and ethnic identities, and on the other hand, contribute to the formation of a statist model of patriotism among youth.
