State regulation and power plant productivity: background and recommendations

Abstract

This report was prepared by representatives of several state regulatory agencies. It is a guide to some of the activities currently under way in state agencies to promote increased availability of electrical generating power plants. Standard measures of plant performance are defined and the nature of data bases that report such measures is discussed. It includes reviews of current state, federal, and industry programs to enhance power plant productivity and provides detailed outlines of programs in effect in California,
