The annual Spring Travels (chunyun) is the largest unidirectional movement of people in China. In 2021, spring travels braced COVID-19. Despite calls to stop adding an extra layer of control on top of national and provincial policies, some district and township governments inadvertently adopted stricter measures. Against this backdrop, this research article asks three research questions. First, why were there variations in pandemic control measures? Second, what were the important actors and factors that contributed to such differences? Third, what does this tell us about local bureaucracy in China? This article argues that there are different decision-making paths, institutionalized and semi-institutionalized, toward successful policy implementation. This article’s findings suggest that institutionalized decision-making mechanisms tend to adopt stricter measures whereas semi-institutionalized ones adopt an inverse strategy.
