This study relies on the cultural theory of risk to examine how cultural biases (hierarchy, individualism, egalitarianism, and fatalism) of local government officials affect their COVID-19 risk perception and support for COVID-19 mitigation measures. After controlling for partisanship, religiosity, and other factors, the analysis of survey data from county governments in the U.S. revealed that cultural biases matter. Officials with egalitarian and hierarchical cultural biases report higher support for adopting COVID-19 mitigation measures, while those with individualistic cultural biases report lower support. These findings highlight the need to understand cultural worldviews and develop cultural competencies necessary for governing traumatic events.

This research assesses the challenges facing rural local governments, impediments to addressing them, and the extent to which rural local governments would benefit from additional revenues, management capacity, or partnerships. Using survey data from rural local governments in Wisconsin, findings indicate longstanding problems related to revenue limitations, management capacity, and service delivery remain, but there are also significant concerns about high-speed internet access, affordable housing, and substance abuse. Impediments to addressing challenges include financial limitations, reduced state support, and declining community involvement. Obtaining additional revenues and partnerships with other, nearby local governments were viewed as the most helpful methods to address community challenges. Overall, the results update and expand on existing research on the challenges facing rural local communities, and further highlight the need for additional research on this specific subset of local governments.

В последние десятилетия широкое распространение получили стратегии развития территорий различных масштабов и уровней управления. Вместе с тем вопросы, касающиеся их успешной реализации, остаются недостаточно изученными. Имеющиеся в литературе исследования реализации стратегии фирм позволили выявить ряд позитивно влияющих на нее факторов, таких как положительное отношение работников к фирме и проводимой ею стратегии. Подобные факторы, характеризующие население территорий, где реализуются стратегии их развития, оказывают схожее влияние на выполнение этих стратегий. Однако на территориях действуют региональные и муниципальные образования с разным ресурсным потенциалом и разными способами формирования стратегий, в силу чего упомянутое влияние может быть как существенным, так и малозначимым. Вводится типология ситуаций разработки территориальных стратегий, позволившая связать значимость факторов территориальной идентификации, приверженности территории и стратегического консенсуса с уровнем автономности территории и целями ее стратегии. Предлагается рассматривать реализацию территориальной стратегии как процесс, включающий действия территориальных властей по активации и координации усилий резидентов, направленных на достижение целей стратегии.
