Smart cities are rapidly evolving concept-transforming urban developments in the 21st century. Smart cities use advanced technologies and data analytics to improve the quality of life for their citizens, increase the efficiency of infrastructure and services, and promote sustainable economic growth. Smart cities integrate multiple domains, including transportation, energy, health, education, and governance, to create an interconnected and intelligent urban environment. Our research study methodology was a structured literature review using Web of Science and Google Scholar and ten smart city research questions. The research questions included smart city definitions, advantages, disadvantages, implementation challenges, funding, types of applications, quantitative techniques for analysis, and prioritization metrics. In addition, our study analyzes the implementation of smart city solutions in international contexts and proposes strategies to overcome implementation challenges. The integration of technology and data-driven solutions in smart cities has the potential to revolutionize urban living by providing citizens with personalized and accessible services. However, the implementation also presents challenges, including data privacy concerns, unequal access to technology, and the need for collaboration across private, public, and government sectors. This study provides insights into the current state and future prospects of smart cities and presents an analysis of the challenges and opportunities they present. In addition, we propose a concise definition for smart cities: “Smart cities use digital technologies, communication technologies, and data analytics to create an efficient and effective service environment that improves urban quality of life and promotes sustainability”. Smart cities represent a promising avenue for urban development. As cities continue to grow and face increasingly complex challenges, the integration of advanced technologies and data-driven solutions can help to create more sustainable communities.

Penelitian ini bertujuan untuk mendeskripsikan lebih dalam terkait dengan perencanaan pembangunan kota pintar. Penulis menggunakan metode deskriptif dengan bantuan aplikasi VosViewers dalam mencari artikel terkait dan menghasilkan 53 artikel yang berhasil disaring dari 62 artikel yang ditemukan dan menghasilkan 5 cluster didalamnya dengan 3 tema dominan. Penelitian ini menemukan bahwa perkembangan teknologi menyebabkan kebutuhan masyarakat menjadi kompleks dan beragam. Dengan demikian, smart city hadir sebagai bentuk tuntutan zaman yang diharapkan mampu memenuhi kebutuhan masyarakat dan menyediakan fasilitas publik secara lebih inovatif dan efisien. Untuk mencapai tujuannya, perencanaan pembangunan kota pintar memerlukan kerjasama antar pemangku kepentingan yaitu pemerintah, masyarakat dan pihak swasta. Dalam hal ini peran serta masyarakat sangat penting untuk menentukan keberhasilan konsep smart city. Dengan melibatkan masyarakat dalam proses perumusan dan perumusan kebijakan, pemerintah dapat benar-benar mengetahui kebutuhan masyarakat sehingga tujuan smart city dan smart governance yang telah ditetapkan dapat tepat sasaran.

A location‐allocation problem faced by a company that aims to locate warehouses to supply products to a set of customers is addressed in this paper. The company's objective is to minimize the total cost of locating the warehouses and the cost due to inventory policies. However, these inventory decisions are made by a different decision‐maker. In other words, once the company makes the location decisions, the decision‐maker associated with each warehouse must determine its own order quantity. Warehouses are allowed to have a certain maximum number of backorders, which represents an extra cost for them. This situation can be modeled as a bilevel programming problem, where the upper level is associated with the company that needs to minimize the costs related to location‐allocation and the total orders of each warehouse. Each warehouse is associated with an independent lower level, in which a warehouse manager aims to minimize the total inventory cost. The bilevel problem results in a single‐objective upper‐level problem with non‐linear, multiple independent lower‐level problems, making it generally challenging to find an optimal solution. A population‐based metaheuristic under the Brain Storm Optimization algorithm scheme is proposed. To solve each non‐linear problem associated with the lower level, the Lagrangian method is applied. Both decision levels are solved in a nested manner, leading to obtaining bilevel feasible solutions. To validate the effectiveness of the proposed algorithm, an enumerative algorithm is implemented. A set of benchmark instances has been considered to conduct computational experiments. Results show that optimality is achieved by the proposed algorithm for small‐sized instances. In the case of larger‐sized instances, the proposed algorithm demonstrates the same efficiency and consistent results. Finally, interesting managerial insights deduced from the computational experimentation and some proposals for future research directions are included.
