Strategies for Telecoms to Improve Efficiency in the Production of Revenues: An Empirical Investigation in the Context of Transition Economies

Abstract: Despite sharing a common label, Transition Economies (TE) do not constitute a homogenous group; rather, these countries differ in many ways, including the level of economic development. These diferences preclude TEs from adapting a uniform strategy towards increasing the level of relative eflciency of production of revenues from investments in Telecoms. In this study, conducted in the context of 18 TEs, we address two research questions. The first involves the identification of strategies appropriate to each T… Show more

“…This research, building on several previously published studies by the same authors (Samoilenko, 2008;Samoilenko & Osei-Bryson, 2008), provides empirical evidence that some countries (labeled as Leaders) are able to capture higher benefits from IT investments than others (labeled as Followers). Specifically, in the case of the Followers, the available infrastructure impacts the capitalization of IT investments (cf.…”

“…The Russian Federation is still transitioning from a centrally planned to a modern market economy, and as such is characterized by the markers of transition economies, such as environmental turbulence, fragmented markets, unfamiliar organizational forms, and inconsistent regulation Weistroffer 2009, 2011). Although the countries labeled as transitional economies are not a homogenous group (Samoilenko and Osei-Bryson 2008), it can be assumed that the adoption of ICT and e-commerce in these nations is likely to follow different patterns in transition compared to developed market economies. Roztocki and Weistroffer (2008b) state that ICT in transition economies has been used as a support tool of basic business functions such as reporting and calculating rather than as an innovation enabler.…”

“…To effectively address these problems, theoretically grounded approaches are needed for analyzing empirical situations in order to develop appropriate policies and strategies. While research has been directed at identifLing specific ICT investment strategies in the context of TEs (Samoilenko & Osei-Bryson, 2008), the question of how to determine a complementary human capital strategy remains open. The broad question of this investigation concerns determining strategies for the requirements of high-technology human capital for IT4D initiatives in TEs.…”
