Street‐level bureaucrats as policy entrepreneurs: Action strategies for flexible community governance in China

Abstract: Street‐level bureaucrats (SLBs) can act as policy entrepreneurs to cope with the dilemmas in policy implementation. However, there is insufficient knowledge about whether the strategies adopted by them that SLBs in the role of policy entrepreneurs are institution sensitive.
