Abstract

Streszczenie: Polityka regionalna prowadzona przez władze publiczne wymaga skonstruowania rozwiązań optymalnych dla obszarów, którym jest dedykowana. Możliwość skorzystania z funduszy strukturalnych Unii Europejskiej wymusiła opracowanie mechanizmu, według którego odbywało się przestrzenne ukierunkowanie interwencji. W Polsce do rozdysponowania środków pieniężnych zdecydowano się na wyodrębnienie programów regionalnych i programów ogólnopolskich, co spowodowało częściową decentralizację zarządzania środkami instrumentów polityki spójności. Celem artykułu jest porównanie liczby i wartości wniosków składanych o dofinansowanie projektów ze środków Unii Europejskiej w perspektywie 2007-2013 oraz ocena skuteczności beneficjentów w aplikowaniu o finansowanie. Badanie wskazuje na różnorodność struktury liczebności i wartości projektów w składanych wnioskach według programów operacyjnych, w ramach których kierowane były wnioski, a także ocenia skuteczność w staraniu się o uzyskanie wsparcia.Słowa kluczowe: miasta, perspektywa finansowa 2007-2013, programy unijne, wnioski unijne. Summary:Regional policy pursued by the public authorities needs to construct optimal solutions for the areas which it is dedicated to. The possibility of using European Union Structural Funds forced the development of a mechanism by which the spatial oriented intervention was directed. In Poland, for the distribution of funds it was decided to isolate the regional and national programs, which resulted in a partial decentralization of the management of cohesion policy instruments.
