It is known that construction works cover a fairly wide range of construction works. Public institutions are also trying to meet their needs by conducting tenders, whether it is new construction or major maintenance and repair works. Currently, the Public Procurement Law No. 4734 is the most widely used of the current laws, but the State Procurement Law No. 2886 is preferred for a more limited amount. According to the Public Procurement Law, bidders for construction works tendered are also asked to submit a work experience certificate in order to determine their competence in the professional field. Detailed information is given in the application regulation prepared in accordance with the Law on the possession of this document. A 30 kWp rooftop solar photovoltaic (PV) power plant was modelled using energy balance equations, 3-year energy production and its economic return is calculated according to the feed-in tariff agreement. Electricity production was calculated on an hourly basis, and the actual results and simulation results were closely compatible. The system generated 45.35 MWh, 47.05 MWh and 46.34 MWh of energy in year 1, 2 and 3, respectively. It has been observed that the performance ratio of the PV system varies between 84.50 % and 90.27 %, while the capacity factor varies between 17.26 % and 17.63%. While 93.90 MWh of electrical energy has been injected into the grid over a 3-year period, 46.40 MWh of energy has been taken from the grid. The price of electricity injected and consumed was calculated according to the FIT conditions at the time the system was installed, and the payback period was calculated as approximately 6 years.

Overcoming the issue of photovoltaic (PV) module productivity at high temperatures is one of the most critical obstacles facing its use. PV cells are made of silicon, which loses its properties at high temperatures, degrading the PV module work. The present research compares cotton wicks integrated with rectangular aluminium fins (CWIRAFs) submerged in water as passive cooling with an absorbing plate and copper pipes attached at the PV module backside as active cooling. Compared with the PV module without cooling, CWIRAFs have better performance with the PV module than active cooling owing to evaporative cooling and increased heat dissipation area represented by wet cotton bristles integrated. The PV module is exposed to significant performance degradation without cooling in hot climate conditions. As a result, using CWIRAFs with the PV module had reduced the temperature by 31.4%, increased the power by up to 66.6%, and increased the electrical efficiency from 3.12 to 8.6%. Active cooling methods have reduced the PV temperature by 20.8%, increased the power by 56.7%, and enhanced electrical efficiency by 7.9%. Removing excess heat from the backside of the PV module via circulating water has improved the thermal efficiency and overall efficiency of the PVT system by about 26.3 and 34.2%, respectively.
