Road freight transportation accounts for around 7% of total world energy-related carbon dioxide emissions. With the appropriate incentives, energy savings and emissions reductions can be achieved by shifting freight to rail or water modes, both of which are far more efficient than road. We briefly introduce five general strategies for decarbonizing freight transportation, and then focus on the literature and data relevant to estimating the global decarbonization potential through modal shift. We compare freight activity (in tonne-km) by mode for every country where data are available. We also describe major intraregional freight corridors, their modal structure, and their infrastructure needs. We find that the current world road and rail modal split is around 60:40. Most countries are experiencing strong growth in road freight and a shift from rail to road. Rail intermodal transportation holds great potential for replacing carbon-intense and fast-growing road freight, but it is essential to have a targeted design of freight systems, particularly in developing countries. Modal shift can be promoted by policies targeting infrastructure investments and internalizing external costs of road freight, but we find that not many countries have such policies in place. We identify research needs for decarbonizing the freight transportation sector both through improvements in the efficiency of individual modes and through new physical and institutional infrastructure that can support modal shift.

A Conceptual Framework to Establish and Operate a Global Logistics Energy Hub

Energy-consuming countries are affected by obstructions in supplies or conflicts that may occur along the energy transit path. Hence, the presence of a global logistics hub for energy acting as a connecting bridge between energy-supplying and energy-consuming countries can overcome such troubles, support the sustainable flow of energy, and achieve the overall operational efficiency of the energy supply chain. However, establishing a global energy hub is a complicated issue, especially in the absence of a clear approach for this. Through conducting a systematic literature review on 36 papers over the past two decades, we identified the key determinants for each player in the energy supply chain and proposed a leading and integrated conceptual framework for establishing and operating a global logistics energy hub, with a particular focus on oil and gas. This article contributes to knowledge by providing a comprehensive review targeting energy hubs from a logistics perspective, as previous studies have addressed energy hubs from other perspectives such as political, legal, and security perspectives, while the logistics perspective has not been tackled comprehensively. Moreover, the suggested framework can be then used by further researchers to develop the performance of energy hubs. Practically, this framework can be employed to identify the requirements for a country to become a global energy hub.

The purpose of this research paper is to explore the potential of the railway network of the Republic of Kazakhstan as an effective and competitive transit transport route between China and Europe, as well as ensuring the accrued economic benefit to the Kazakh economy from the transit flows potentially generated. Kazakh territory was a major part of the old Silk Road, especially the southern regions of the current Republic. This was disrupted during the Soviet period, with borders closed and any transit forbidden. From her independence, Kazakhstan has intended to be an open and transparent state in terms of world trade and business. This desire has led the country to make use of her transit potential between China and Europe. To explore this, the research work applied multiple research methods: Multiple Regression analysis, Correlation analysis, PEST and SWOT analysis. The findings of the research allow us to suggest that Republic of Kazakhstan is on the way to reaping the economic benefits of being a transit state. To achieve the full potential of transit services, the research recommends a number of actions including strengthening the scientific support for the industry; formation of intersectoral coordination with focus on marketing of transport services and logistics; construction and organization of an international transit corridor "Western Europe-Western China"; formation of a flexible tariff policy; the elimination of physical barriers to the organization and operations of domestic transit traffic; and the streamlining of customs procedures; all to facilitate smooth border crossings.
