Superando as Desigualdades Raciais: Uma Análise Das Principais Políticas Públicas

Abstract

Nesses primeiros anos do novo século, a sociedade brasileira assiste a alterações na forma como o Estado -e demais instituições políticas -tem lidado com a questão das desigualdades raciais que historicamente maculam as relações que se estabelecem no país. O aumento na formulação de políticas públicas para a superação dessas desigualdades evidencia essa mudança. Estudos, no entanto, revelam que, muitas vezes, tais políticas não alcançam os resultados esperados. Este trabalho apresenta um balanço analítico das que têm sido consideradas as principais políticas nessa área e busca identificar possíveis variáveis que expliquem as dificuldades encontradas na implementação dessas ações. Para alcançar tais objetivos procedeu-se a uma pesquisa bibliográfica, tomando como referencial teórico a literatura relacionada ao campo das políticas públicas, especialmente aquela referente à questão de agenda e formulação de políticas, à ação afirmativa e à teoria dos movimentos sociais.

The program was to be implanted in all major areas of the Brazilian economy beginning with the financial services sector and the banks (Conceição, 2010;Varella, 2009) (Brazil's macro-level institutional structure included the classical three powers, legislative, executive and judiciary, as well as the independent public prosecutor's office, which is seen in the constitution as the guardian of the democratic state. If the companies did not meet the terms of the agreement, the MPT would move to prosecution (Conceição, 2010). “…Segundo Ferrarezi (2006, p. 10), -no caso específico das políticas públicas, o conhecimento científico ainda é, reconhecidamente, incompleto e o campo relativamente novo‖. No entanto, Conceição (2010) explica que, no que se refere à superação das desigualdades raciais, pode ser considerada uma política pública, a ação estatal que busque soluções para o problema das disparidades sociais que separam os diferentes grupos raciais que integram uma sociedade.…”
