Surfing in the air: a grounded theory of the dynamics of street life and its policy implications

Abstract: Nearly 20 years after the emergence of a specialised literature dealing with homeless children and youth, best practices are still rare and a divide remains between our understanding of street life, and the policy and programmes that are promoted to reach out to street-living children: a persisting dichotomy between theory and practice. While much of the literature available is still entrapped in a sort of 'pathology of case studies' unable to provide systematic information to policy makers and practitioners, … Show more

“…Getnet also explores the impact of high (male) youth unemployment on society as a whole by linking the practice of 'streetism' (hanging out on the street) with sexual harassment and violence against women ('street living' is also an option for unemployed urban youth; however, this lifestyle exposes them to discrimination and violence, including from the police, as Conticini (2008) vividly describes). Mains (2007) has a similar story to tell of the experiences of unemployed young men in Jimma, a city in Southern Ethiopia, where linear trajectories through schooling have created false expectations of progress and better futures.…”

“…My interdisciplinary literature review draws on contributions from the fields of public administration, critical political economy, and development studies. 8 Taken separately, these disciplines do not fully engage the complexities surrounding administrative development policies, especially engagement of the informal sector (Conticini, 2008). By situating my research within these three disciplines, I have been able to clearly define specific enabling factors of equitable urban policy development and implementation that influence positive service delivery outcomes (Andrews, 2010).…”

“…The current public toilet blocks in the slums of Mumbai are funded from a number of sources. Critics point out that no matter how inadequate and unworkable, the infrastructure that exists today has been funded from public institutions, donors and elected officials 138 . The utilisation is only twenty five percent because of design flaws -unworkable and most unhygienic conditions of these public toilets.…”

“…There are some things that are known, currently. For example, interventions should target the child, not the group, and family reunification or fostering should take place as early as possible to increase the likelihood of better outcomes (Conticini, 2008).…”
