Sustainable Spatial Energy Planning of Large-Scale Wind and PV Farms in Israel: A Collaborative and Participatory Planning Approach

Abstract: In this work, an innovative sustainable spatial energy planning framework is developed on national scale for identifying and prioritizing appropriate, technically and economically feasible, environmentally sustainable as well as socially acceptable sites for the siting of large-scale onshore Wind Farms (WFs) and Photovoltaic Farms (PVFs) in Israel. The proposed holistic framework consists of distinctive steps allocated in two successive modules (the Planning and the Field Investigation module), and it covers a… Show more

“…The proposed model takes advantage of several research methods (modules) which have been functioning together and therefore enable to conduct a multi-criteria analysis of the issue [33][34][35][36][37][38]. The operation of the modules has been implemented and integrated in the form of a computer application.…”

“…Distance from airports: Distance to airports has been considered in a number of similar studies (Ali et al 2018;Spyridonidou et al 2021). In fact, glint and glare from the PV panels will distract pilots' vision and may also have detrimental effects on radar systems if solar panels are mounted close together (Ali et al 2018).…”

“…Land use: Land use deserves thoughtful analysis before any investments in solar projects are made. Studies (Mevlut 2013;Spyridonidou et al 2021) suggest barren land as highly suitable for solar energy projects. Open areas and grassland are considered here as more preferable ones for solar farm siting, as no land use conflict can be created.…”

“…In such situations, the use of geographic information systems (GIS) and remote sensing (RS) provide powerful tools to overcome such challenges to a large extent [5]. GIS-and RS-based techniques have been successfully applied to potential assessment and site selection of solar [6][7][8], wind [9][10][11], and biomass [12][13][14] energy resources. For these cases, such resources can be distributed over a uniform rectangular grid (i.e., raster data).…”
