ABSTRACT. We present a new method for ecologically sustainable land use planning within multiple land use schemes. Our aims were (1) to develop a method that can be used to locate important areas based on their ecological values; (2) to evaluate the quality, quantity, availability, and usability of existing ecological data sets; and (3) to demonstrate the use of the method in Eastern Finland, where there are requirements for the simultaneous development of nature conservation, tourism, and recreation. We compiled all available ecological data sets from the study area, complemented the missing data using habitat suitability modeling, calculated the total ecological score (TES) for each 1 ha grid cell in the study area, and finally, demonstrated the use of TES in assessing the success of nature conservation in covering ecologically valuable areas and locating ecologically sustainable areas for tourism and recreational infrastructure. The method operated quite well at the level required for regional and local scale planning. The quality, quantity, availability, and usability of existing data sets were generally high, and they could be further complemented by modeling. There are still constraints that limit the use of the method in practical land use planning. However, as increasing data become available and open access, and modeling tools improve, the usability and applicability of the method will increase.

RESUMOO objeto de análise deste estudo é a trajetória do turismo em Mato Grosso do Sul, entre os anos 1970 e 2015, tendo como principais objetivos a descrição histórica da trajetória do turismo no estado e os gatilhos de alteração do foco das atividades de pesca para a oferta de atrativos vinculados ao turismo em meio natural. Tal empreitada tomou forma por meio do apoio de fontes secundárias, documentos e registros institucionais, além de observações in loco, registros fotográficos e entrevistas semiestruturadas com turistas e moradores. Diante das análises, é possível constatar que as políticas públicas, aliadas aos investimentos da iniciativa privada, alteraram de modo substancial as características do turismo no estado, bem como sua natureza e localidades de expansão. O ecoturismo, representante da nova fase do turismo no estado, apresenta-se profundamente marcado pela preocupação comercial de forma a desconsiderar as singularidades culturais locais e o meio ambiente. Conclui-se que a ação expressa do setor público e os investimentos em estrutura, tanto privados quanto públicos, alteraram de modo substancial a natureza do desenvolvimento turístico no estado.Palavras-chave: Desenvolvimento Regional; Meio Ambiente; Turismo de pesca; Ecoturismo.

Effective management of protected areas relies on good governance. An assessment was undertaken using the standards provided by the United Nations Development Programme's characteristics of good governance for sustainable development as a starting point. Being able to assess governance based on indicators is essential for ongoing effective management through improving practice. Although indicators and evaluation frameworks are available, they do not offer protected area managers a quick, comprehensive measure of governance. We used a three-round Delphi method with a cohort of 33 managers and researchers from government and non-government organizations, and universities. This participatory research process established a set of 20 indicators addressing public participation, consensus orientation, strategic vision, responsiveness, effectiveness, efficiency, accountability, transparency, equity, and rule of law. Accompanying output measures were provided by management plans, annual reports, audits, and stakeholder engagement. The findings emphasize the contributions of management plans and annual reports in establishing evaluation requirements and providing a place where results are publicly available. Further participatory research to refine these indicators and apply them in a diversity of contexts is advocated.
