European Union (EU) diplomatic representation in third countries is performed by both the Member States and by the EU Delegation. This hybrid system of representation functions through EU coordination. As social media have become important channels of state representation, coordination also takes place in the domain of digital diplomacy. This article analyzes how the EU Member State embassies and the EU Delegation coordinate EU representation through online and offline interactions. It investigates the practices of coordination and maps routines of digital sociability. The United States’ capital Washington, DC provides a context of both strong bilateral relations and a history of shared EU interests. The study draws on observations on Twitter (later renamed X) between 2019 and 2021 and reflections from diplomats who engage in the coordination of EU representation, collected through an online survey and interviews. By examining the reciprocity between online and offline interactions, the study illuminates how relationships are cultivated, a sense of collective belonging is fostered, and social order is negotiated. The findings enhance our understanding of how digital diplomacy is deeply embedded within diplomatic contexts and their distinctive practices. They contribute to advancing knowledge about the interplay of digital diplomacy, multilateral representation, and the dynamics that shape diplomatic engagements.

This paper offers an original theoretical framework for the study of insults in international relations (IR). Bringing into IR the two main theoretical approaches to aggravating language, slurs and dysphemisms, we conceptualize insults’ disruptive impact on international interactions in a way that explains their logic, consequences, and risks. Specifically, we argue that insults constitute both at once tactical tools used by international actors to achieve their interests by disrupting an interaction and modifying the payoffs associated with it and linguistic artifacts constructing and sharpening self- and other identities. The components of our theoretical framework are illustrated with a wide range of empirical cases of international insults.
Summary This article uses qualitative content analysis to understand how the International Criminal Court (ICC) uses Twitter by building on digital diplomacy literature to assess the different narratives promoted by the ICC online. I find that the ICC is actively creating narratives that position it as part of a unified global fight for justice with wide political support from states and other international organisations. This kind of public diplomacy is unique among criminal courts, with tweets aimed at bolstering political support from both elite diplomats and non-elite lay publics. At the same time, however, this rebranding effort often oversteps the ICC’s limited jurisdiction, reducing complex legal topics to short, emotionally resonant phrases that fit within Twitter’s restricted format. While the Court still attempts to portray its work as politically neutral and objective, the diplomatic messaging of its Twitter account sends a different message about the Court’s social media agenda.
