With the increasing complexity of economic systems caused by the intensification of European integration processes and general globalisation trend, the problems of ensuring the optimal operation of transport companies are becoming especially important. Given these facts, the article's purpose is to develop and test a structural modelling algorithm based on the system state indicator (entropy of the structure of the export freight system). Research methods used in the article include: statistical (structure and dynamics analysis), systematisation and comparison, system analysis methods (entropy characteristics), mathematical programming methods. The mathematical formulation of problems involves studying structural uncertainty due to the synergistic influence of interconnected structures. As a result of the optimisation calculations, the entropy index decreased as a consequence of the optimisation of the studied structures of export cargo. The study results using structural-dynamic modelling provide an opportunity to determine benchmarks for optimising the structure of export transportation. Therefore, they can act as indicators in the relevant field to substantiate the performance of large transport and logistics companies. The use of such approaches will help improve cooperation on a shared basis between Ukraine and the countries of Central Europe. Implications for Central European audience: first of all, the algorithm of structural modelling containing stages is offered (structural-dynamic analysis; systematisation of the reasons that led to structural changes; mathematical formulation of the optimisation problem; numerical solution of the problem; interpretation of results and development of recommendations) as the theoretical contribution. Logistics activities are an important source of energy consumption and environmental issues. Research conclusions and practical experience show that promoting the development of container multimodal transport is an effective way to reduce the level of carbon footprint. The key to influencing the development of container multimodal transport lies in the cooperation of all participants and links (modes of transport, transport businesses). Evaluating the synergy degree is a key step in this development process. This paper takes the whole process of container multimodal transportation as the research perspective, analyzes the operation process, and treats the process as a production system composed of four subsystems: facilities and equipment, organizational management, business operations, and information interactions. Through in-depth interviews and an analysis of the academic literature and policy documents, we establish a synergy degree evaluation index system and measurement model of container multimodal transport based on synergy theory and case studies. The research results are consistent with the actual situation. From 2015 to 2018, the synergy of container multimodal transport system of China's G port developed slowly, but generally moved in a more orderly direction.Sustainability 2020, 12, 1487 2 of 26 of cargo transportation; by 2020, the volume of port railway collection and distribution and container multimodal transport will increase significantly. Multimodal container operation is an important economic activity and plays a vital role in transportation and low-carbon development.In actual operation, logistics companies tend to choose a single mode of transport when conditions permit. The reason is that the participants and links (modes of transport, transport businesses) are not coordinated, due to the following: (1) There is a lack of effective connection between infrastructures. For example, many ports have no dedicated railway lines, which greatly increases transportation costs.(2) There is no uniform standard for equipment. The size standards of road trucks are different from the standards of railway loading units, and the conversion is very troublesome, requiring loading and unloading, resulting in increased costs. (3) The devices are not completely intelligent. The development of special railway wagons, railway dual-use trailers, and river-sea combined carriers is lagging, and the connection efficiency is low. (4) There is a lack of multimodal transport integration service providers. Due to the lack of a large logistics network platform and effective deployment, small transportation companies are blind, and there is often repeated transportation and wasting of resources. (5) Information docking and sharing are difficult. There is no uniform information exchange standard and format between enterprises, and each enterprise is an information island. Extensive research has been carried out on the “Belt and Road” initiative, most of it focusing on geographical economy and international trade. However, there is a lack of research on the carbon emissions efficiency of the countries along the “Belt and Road,” especially regarding the impact of freight trade. To address this research gap, this paper first employs a metafrontier nonradial directional distance function to measure the carbon emission efficiency of 32 countries along the “Belt and Road” from 1990 to 2014. It then examines the role of freight trade. Our main research findings are as follows. Firstly, the carbon emission efficiency of the countries along the “Belt and Road” is generally low. Among them, Russia and Central Asia are mainly due to the large between-group gap in carbon emission efficiency, while Southeast Asia, Western Asia and North Africa, East Asia, South Asia, and Central and Eastern Europe are mainly due to the large within-group gap. Secondly, freight trade promotes carbon emission efficiency, but it will aggravate the gap between the contemporaneous technology and the group technology. Freight trade mainly promotes the contemporaneous carbon emission efficiency (CTCEI) and group-frontier carbon emission efficiency (ITCEI) of low fossil energy dependent countries, and the metafrontier carbon emission efficiency (GTCEI) of high fossil energy dependent countries. Thirdly, foreign direct investment (FDI) has a significant negative effect on a host country’s ITCEI and GTCEI, and it will decrease the gap between the group technology and the metafrontier technology. However, freight trade can effectively prevent the entry of FDI, thereby indirectly improving carbon emission efficiency and reducing carbon emission gap.
