“…An active tobacco control movement by the Taiwan Medical Alliance for the Control of Tobacco, John Tung Foundation and other civil society organisations, emerged during the 2000s, inspired in large part by the negotiation of the World Health Organisation (WHO) Framework Convention on Tobacco Control. While Taiwan is not a WHO member state – due to continued obstruction from China (for a discussion see Chang, 2010 ) – it signed and ratified the agreement in 2005. This led the government to adopt stronger measures including an amended Tobacco Hazard Prevention Act, which came into effect in 2009.…”
