The purpose of this study was to address this problem by applying a new hybrid fuzzy multiple criteria decision-making model including (a) using the fuzzy decision-making trial and evaluation laboratory (DEMATEL) technique to construct the fuzzy scope influential network relationship map (FSINRM) and determine the fuzzy influential weights of the fuzzy DEMATEL-based analytic network process (DANP) as well as (b) the modified VIKOR method combining fuzzy influential weights of fuzzy DANP to integrate each criterion of fuzzy performance gaps into dimensions and, overall, to examine the interdependent and feedback problems among various dimensions/ criteria of cloud e-learning services for creating the excellent improvement plan based on the FSINRM to implement the strategic orientations. An empirical case of the network communication service industry was used as an example to show the proposed methods and ultimately present the most effective improvement plan for decision-makers to achieve the aspiration level. Keywords: cloud e-learning service; fuzzy decision-making trial and evaluation laboratory (DEMATEL); fuzzy scope influential network relationship map (FSINRM); fuzzy DEMATEL-based analytic network process (DANP); fuzzy VIKOR Payne et al., 2009). Because the need for education is increasing constantly, developing and improving e-learning solutions are necessary. In addition, e-learning systems must keep pace with technology; thus, the new direction is to use cloud computing. Several cloud computing service providers offer support for educational systems. Among them are Amazon, Google, Yahoo, and Microsoft (Pocatilu, Alecu, & Vetrici, 2009). To adhere to cloud elearning regulations for selling products in certain countries, industries must know how to implement some strategies for voluntarily reducing adverse environmental effects and improving the performance gaps of their services or products to achieve the aspiration level. Hence, understanding the effects of cloud e-learning strategic orientation on e-learning innovation for promoting the performance of firms and determining how to increase the competitive advantage of a business are critical. Our study showed that this cloud e-learning strategy substantially improved the skills of an inexperienced operator. The purpose of this study was to solve these problems by using a new hybrid fuzzy multiple attribute decision-making (MADM) model to examine the interdependent and feedback problems among various dimensions and criteria of cloud e-learning performance. In addition, this study determined the ideal improvement plan for implementing strategies to enable decision-makers to achieve the aspiration level (Hsieh, Lu, & Tzeng, 2004;Lu, Tang, & Tzeng, 2013). When experts complete questionnaires, quantifying their judgments and preferences in exact numerical values according to the perceptions or feelings of experts is difficult because of the inherent vagueness of natural human language. Therefore, we applied fuzzy set theory to handle natural human language by de...
