An approach to assessing the economic efficiency of municipal programs is proposed. The approach is based on a combination of market and sociological cost estimates of the results of the implementation of activities included in the municipal programs. As indicators characterizing the economic efficiency of municipal programs, it is proposed to use the ratio of the value of benefits and resources provided as result of the implementation of the program to the amount of costs for the implementation of the program.
The valuation of the value of the benefits and resources provided as result of the implementation of the program are determined by the market price of the benefits, resources provided as result of the implementation of the program. Benefits and resources that do not have a market valuation are evaluated the basis of surveys, questionnaire surveys of respondents — users of the good, resource, the possibility of using which arises as a result of the implementation of the program.
