Technology Problems and Student Achievement Gaps: A Validation and Extension of the Technology Maintenance Construct

Abstract: How do physical digital inequalities persist as technology becomes commonplace? We consider this question using surveys and focus groups with U.S. college students, a group that has better than average connectivity. Findings from a 748-person nonrepresentative survey revealed that ownership and use of cellphones and laptops were nearly universal. However, roughly 20% of respondents had difficulty maintaining access to technology (e.g., broken hardware, data limits, connectivity problems, etc.). Students of low… Show more

“…Surveys of students in the United States during the COVID-19 pandemic indicate declines in self-reported emotional well-being during the week that most schools closed nationwide; feelings of social isolation have also been widespread, with about four in ten teens reporting that they felt "more lonely than usual" (Common Sense Media, (2020) [19]; Gilbert, (2020, April 29). [20]); School closures may also impact the well-being of many students who rely on free or discounted meals that are regularly provided by their schools for food and nutrition (UNESCO, 2020 [8]). Additionally, school closures have been associated with increases in young people's exposure to violence and sexual exploitation (Baytiyeh, 2018[21]; Werber, (2015, November).…”

“…SHL facilitates inclusion by allowing students to decide between on-campus or off-campus learning sessions and enables the management level of HEIs to adapt to governmental and administrative directions concerning social distancing. In practice, SHL requires its remote students to have both appropriate hard-and software and points a finger at the so-called digital divide between students (Gonzales et al 2020 andcan Dijk 2008). Depending on what equipment the HEI provides, remote students, and sometimes even the face-to-face students, need assistance to secure appropriate hard-and software (see the example form the case report above).…”

“…This increases to half for adults with an annual income less than $30,000 in major US cities (Anderson, 2019). In another study looking at undergrads at a large Midwestern university, although 98% of students had access to laptops, 20% of students still had difficulty accessing necessary education technology (Gonzales et al, 2020). These technology barriers create a further divide to accessing the test and shut out many students (Hu, 2020).…”
