Object: The purpose of this study is to examine the variables influencing the growth of healthcare digitalization in the East Kazakhstan region using the correlation and regression analysis method.Methods: The traditional methods of economic (comparison, detailing) and econometric analysis (correlationregression analysis) were used in the work. As a performance measure, the number of organizations in the East Kazakhstan area that employ experts in information and communication technology in the field of healthcare is used.Findings: The results obtained during the study made it possible to identify weaknesses in the functioning and regulation of the healthcare sector in the East Kazakhstan region, to assess the quality of medical services provided and to identify promising areas in the implementation of digital technologies in the healthcare system. The need to modernize digital healthcare, its state regulation and support is shown.Conclusions: According to the report, the degree of information and communication technology adoption in the health care system has an impact on both the growth of the medical industry and the standard of services offered. Digital technologies make it possible to improve the relationships, guarantee comfortable access to medical services and recreate two-way ties for a long period of time. Also, digital technologies help to develop “smart health” methods to improve quality and reduce costs, support the efforts of the healthcare system to move to new models of patientcentered care. But on the path of striving to facilitate the work of healthcare and the relationship with the patient, one should not forget about the possible risks of leakage of personal data, cyber attacks, etc. In this regard, the development of this direction will require high costs and investments.

Introduction. Telemedicine is a new form of communication between a doctor and a patient. Of interest is the expediency of its use in the postoperative observation of patients. Aim. To analyze the possibility of optimizing the postoperative management of patients who underwent outpatient surgical treatment of VVLE using telemedicine. Materials and methods. The study was performed in two stages on patients with VVLE. At the first stage, a comparative prospective, randomized study of the main and comparison groups (50 patients C2 according to CEAP) in the early postoperative period was conducted. In the main group, telemedicine was used, in the comparison group – face-to-face examinations in the polyclinic. The frequency of complications associated with surgery, the frequency of acute respiratory infections and the time spent on a follow-up examination were compared. At the second stage, in 876 cases of telemedicine use in the postoperative period, the frequency and structure of complications requiring conversion to face-to-face examination were studied. Results. Significant differences between the compared groups were revealed by the frequency of acute respiratory infections and the time spent by the patient on a follow-up examination. The reasons for conversion from telemedicine to face-to-face examination: copious wetting of the bandage with blood, swelling and severe pain of the operated limb, hyperthermia are rare. Discussion. Most of the complications and side effects associated with surgical intervention registered in the study have characteristic specific manifestations: complaints and appearance, which allows them to be diagnosed through telemedicine. Conclusion. The use of telemedicine optimizes the postoperative period in patients with VVLE: the risk of infection with acute respiratory infections is reduced, the time of the doctor and the patient is saved, while there is no negative effect on the frequency associated with surgery.

Subject. The article considers problems of attracting investments into telemedicine in Russia. Objectives. The purpose is to analyze prospects for remote delivery of health care services, assess the legal framework for public-private partnership development in health care. Methods. The study employs methods of institutional analysis and economic statistics. Results. One of the most attractive options for the development of digital health services and telemedicine in Russia in conditions of its economic blockade and limited access to advanced global technologies is the use of public-private partnership mechanisms. There are many major players in the Russian telemedicine market, the software is being improved. Conclusions. To develop telemedicine in Russia, attract investment, including through the mechanisms of PPP, it is required to improve the methodological and regulatory framework in this area, accelerate processes of import substitution of high-tech equipment, implement mechanisms to ensure project payback, consistently solve problems of institutional and market constraints.
