Tendering Process: Improvement of Analysis and Evaluation of Tenders based on the Use of Fuzzy Logic and Rule of Proportion

Abstract: This paper proposes improvements concerning the analysis and the evaluation of tenders in the tendering process. At first, a new method of analysis and evaluation of tenders using the rule of proportion is proposed. Secondly, the principles of fuzzy logic are introduced in order to reconsider limits from the classical logic in the analysis and evaluation of tenders. This work is a step towards the modeling of an IT solution integrating the concepts of artificial intelligence and decision support in the context … Show more

“…As in [26] , in this DEA-based approach there are also no weightings of the criteria before the sealed bids are opened. Vahdani et al [42] and Diabagate et al [9] use fuzzy logic for analyzing public procurement procedures. Vahdani et al [42] propose the use of a compromise solution between the positive ideal solution and the negative ideal solution, in such a way that the chosen alternative to be as close as possible the best and as far away from the worst as possible, while [9] propose the use of the rule of proportion.…”

“…Supposing that it is not the case, there are only two possibilities To conclude the argument we need to show that the value z exists, which amounts to saying that w exists (since z = 2 w ). 9 See [1] for several results on Cauchy's equation.…”

“…Diabagaté et al have proposed a new method of analysis and evaluation of tenders based on the use of fuzzy logic and rule of proportion [23]. Regarding the multi-criteria decision making methods, AHP and FAHP seem be very popular methods and have been widely applied to deal with various complex decision-making problems mainly the problem of selecting the best tender [18][19][20][21][22][23][24]. Thus, Priya et al have developed a decision support system in the context of the dematerialization of public procurement for the choice of the best tender among which proposed by auto manufacturing companies.…”
